Players will come across several locations in Code Vein 2 that are either locked by a key or accessed through other means. The Bureau Castle is a good example of this, but unlocking this location has several prerequisites.

How to Enter the Bureau Castle in Code Vein 2
After defeating the Hero Josee in the Sunken City, players can either explore more of what the Sunken City has to offer or check out the other main regions in the game. The Bureau Castle, located to the northwest of Sunken City, requires you to play through a large section of the game and main story.
This location itself is optional, and you can ignore it, but it is linked to one of the endings in the game.
To start off, once you are done with Josee's arc, head over to the Undead Forest and play through Holly's arc. You have to do the same thing you did with Josee, which is to go into the past to be able to release the hero's cocoon in the present and fight the boss. Once you are done with this, you will have to complete Holly's Fading Bond.
This bond quest isn't that long but has a few challenging bosses that might take multiple attempts and a solid strategy to beat. Start by going to the Ruined Town and Sanatorium after talking to Monica. In both of these locations, you can fight a powerful enemy that drops Camillo's remnants. Once you have them both, return to the fading bond and interact with it to travel to the past.
In the past, you will have to talk to Holly and play through the section where you visit the Memory Realm and deal with the monster at the end. Once this is all over, you will change the history of Undead Forest and can now start with Josee's fading bond. Do not worry, as all of this is needed for the Bureau Castle.
Whether or not you decide to fight Hero Holly again at this point, you can make your way inside the Sanatorium, grab the glowing item, and make your way to the outpost to go back to the past. Play through the section, and when you return, make your way to the Hill Overlooking Clock Tower and go southeast to find a girl who will give you the key to the Underground Shelter.
Play through the next section and go back to the past to watch a cutscene before finally being tasked to visit the Bureau Castle. Once you head inside the castle, you will face a powerful duo boss, and can explore around the castle afterwards if you want, but there is only a Regional Pathos here that you can interact with.
This is all there is to the castle, but you can grab a Golden Nectar outside the main door and even find one of Jadwiga's minions who sells quite a lot of things.
