The only way to get the Immolator's Oblation unique belt in Last Epoch is to get it as a random drop from the Fire Lich Cremorus boss in the Soulfire Bastion dungeon. To get to this dungeon, you should go to the Felled Wood area of the Imperial Era, but before you can enter and start looking for the boss, you should also be aware of a few essential nuances:

To enter the Soulfire Bastion Dungeon, you must use the Soulfire Bastion Key. You can get this key with a negligible chance by completing Monoliths and Arenas or killing bosses and regular enemies. However, it is essential to clarify that the key is for one-time use only, and you need to look for a new key for each visit to Soulfire Bastion Dungeon.
You can only get Immolator's Oblation by completing Soulfire Bastion Dungeon Tier 3 and 4. Fire Lich Cremorus on lower difficulties has zero chance of dropping the coveted belt, but you still must complete this Tier 1 and 2 dungeon at least once. It is a condition for unlocking higher Tiers.
