A romance with Liara can be continued or started in Mass Effect 3 by both a male or female Shepard. Although many of the core scenes regarding their relationship stay the same, there are more moments between the pair if continuing a relationship with Liara in Mass Effect: Legendary Edition.
How to Romance Liara in Mass Effect 3
Those continuing a romance with Liara from Mass Effect 2 will take her hand when reunited with her. Shepard also gets the opportunity to tell her they missed her and reassure Liara with a caress on the cheek by picking "I remember the ones I love" after watching some troubling footage on Mars.
Once back on the Normandy, Shepard can speak with Liara in the room behind Doctor Chakwas' med bay about their relationship if they were with her previously in Mass Effect: Legendary Edition
If players continued their romance with Liara from Mass Effect 1 in the Shadow Broker mission of ME2, she will mention their night on the Normandy. Pick "Absolutely" to continue a relationship with her in ME3. Or, choose Liara if she mentions Shepard having feelings for another character.
Keep an eye on Shepard's personal terminal while progressing through the campaign for the message entitled "Getting away from work." This is from Liara, who is inviting Shepard to spend time with her on Mass Effect's Citadel.
After finding her on the Presidium, pick "I want more than just friends" when it appears for Shepard to kiss and tell Liara they want to spend their life with her. If Shepard has not previously romanced Liara, pick "Or more than friends" instead to start a relationship.
Keep checking in with Liara on the Normandy after missions, and at some point another small romantic moment between the two will occur. Liara will muse on how Shepard does what they do, and players can pick "It's all for you of course" to receive a kiss from her.
How to Get Romance Scene With Liara in Mass Effect 3
Liara will visit Shepard's quarters after the mission to assault Cronos Station is selected. The pair will hold hands on the bed, and players should choose "I'm happy with you here" to spend the night with Liara. If this is the first game players have been in a relationship with Liara, they will have to pick "Me, too" to get the romance scene with Liara instead.
There are additional romantic scenes between the pair in the Citadel DLC for Mass Effect 3. Choose all the paragon dialogue options and prompts to see all possible moments with Liara. However, players must make sure they have told Liara they want to be more than just friends before starting this additional content to experience these moments.
Make sure to speak with Liara before the final battle on Earth to receive a gift from her. If she is a squad mate during the final assault and survives as part of the best ending in Mass Effect 3, Liara is forced back to the Normandy. Shepard can tell Liara they love her one last time in this final interaction between the pair.
