As stated by All Might himself, over the last 8 years, technology has evolved drastically, meaning Deku's armor is actually a much stronger version of the one All Might used. Now, Deku has a much younger body, and a much stronger armor suit, which only means that he's far stronger than All Might. The powers of his suit are officially confirmed to mimic the One For All, which means that potentially, he has all the powers that he lost.
