While Manami Aiba might not be one of My Hero Academia's most vicious killers she still has a kind of unsettling and evil personality. Once Manami gets emotionally attached to someone she can get blinded by them, then the people she loves can practically use her unique quirk to their advantage.
Thankfully Danjuro AKA Gentle Criminal wasn't a particularly violent villain but Manami would have powered him with her love either way. Manami was able to use her quirk to make those she loves much more powerful, and she decided to use her abilities to help Gentle Criminal commit crimes. Thanks to these two creative villains viewers could enjoy some of the most interesting battles in My Hero Academia.
6 Martial Hair
There are many unusual and intriguing quirks in My Hero Academia and fans could meet anime characters that can control sound or can even use their hair as a deadly weapon just like Martial Hair. She's able to turn her hair into various types of deadly weapons, and she is especially dangerous during close combat.
While she didn't get much screen time yet, she still became one of the most memorable female MHA villains thanks to her intense personality and appearance during the U.S.J. Arc. She proved that she was not only willing to fight against Pro Heroes but would use her quirk to defeat or even kill the students as well.
5 The Hero Public Safety Commission President
Not realizing that The Hero Public Safety Commission President was secretly evil was one of the worst mistakes of the Hero Public Safety Commission. Madam President was the leader of this organization that was supposed to help Pro Heroes as well as civilians in Japan to live together in harmony.
However, they enacted horrible policies and even used assassins to get rid of those who would try to contradict them or just mean any kind of threat. Their evil acts are especially distressing since they were supposed to be serving the people and making sure that everyone is safe and that only those can become Pro Heroes who truly deserve it.
4 Slice
My Hero Academia fans could meet Kiruka Hasaki aka Slice while watching MHA Heroes Rising. She's one of the most fascinating villains of this iconic MHA movie with a powerful quirk. Slice is a cruel terrorist who tried to use her quirk to destroy society.
She can transform her hair into deadly weapons and since she's also a skilled combatant, so she was exceptionally dangerous. Slice wanted to live in a world where the weak are overpowered and ruled by those who are stronger than them and would even try to commit senseless murders to achieve her goals. Thankfully, she was eventually arrested before she could cause irreversible damage to society.
3 Kenji Hikiishi
Kenji Hikiishi is one of the most memorable and evil female villains in My Hero Academia who was also one of the newest members of the League of Villains. One of her main goals was to attack the U.A. High School students while they were training in the forest.
She's not only one of the strongest MHA female villains but is highly intelligent and can quickly come up with new combat plans. Unfortunately, Kenji is also very brutal and would viciously attack not only Pro Heroes but kids as well.
2 Lady Nagant
Lady Nagant aka Kaina Tsutsumi is one of the most iconic anime villains who were once good. Even though she worked together with other Pro Heroes she still remained evil after getting brainwashed at an early age.
She's one of the most cold-blooded MHA female villains who faced all of her enemies fearlessly and was famous for her brutal attacks. While at first, she blindly supported All For One she eventually decided to go against his plans and even helped the heroes while they were searching for him.
1 Himiko Toga
Himiko Toga is the most terrifying female villain with the highest kill count in My Hero Academia. She was also one of the main members of the League of Villains with a powerful quirk that allows her to transform into anyone by ingesting their blood. Because of his quirk, she has a famously disturbing obsession with blood as well as a highly sadistic personality.
She's also one of the most unpredictable MHA villains who while not particularly physically strong but is well-trained and has a devious mind. Himiko showed off her merciless and vicious personality many times as well as her twisted way of thinking not just about fights but love and friendship.
