Initially, Naruto did not have control over the Nine-Tails, but after some rigorous training, he managed to fully master its power. Kaguya Otsutsuki was known as the progenitor of Chakra on Earth. Since she was the jinchuriki of the Ten Tails, her chakra reserves were enormous. The latter was so strong that it could destroy the world, while Amenominaka allowed her to change dimensions.
Kaguya could also use All Killing Ash Bones, a technique so potent that it could kill upon making contact with the body. She was also immune to most ninjutsu, which made fighting her even more difficult. Given her strengths, there is no possible way that Sasuke could have beaten her.

Not much is known about Shibai Otsutsuki, except for the fact that his strength was unreal. He was able to see through time and create storms and lightning bolts. Shibai Otsutsuki didn't have to perform any hand seals for casting any technique.
