In Naruto, ninjas employ every tactic in the bag to get the better of their opponents. Since their primary objective is completing their mission, they are not beyond using underhanded means. One of the commonly used skills is Genjutsu, and depending on the user, it can end fights in seconds.
When it comes to Genjutsu, the name of Itachi Uchiha often pops up. After all, he is considered to be the best Genjutsu user in Naruto. The Uchiha has trained for years and mastered every technique in his locker, especially the Tsukuyomi, which is a Genjutsu of the highest level.

Itachi Awakened The Mangekyou Sharingan After Watching Shisui Die

Tsukuyomi is a skill that is linked to Itachi's Mangekyou Sharingan, so the Uchiha didn't have access to it initially. He awakened the Mangekyou Sharingan after watching Shisui Uchiha commit suicide. The sheer pain and trauma caused Itachi to awaken the Mangekyou Sharingan, which in turn granted him access to three overpowered abilities.

The first was Amaterasu, which allowed the Uchiha to create black flames. Once used, the black flames would start spreading to the other parts of the victim's body, and they wouldn't stop until the target was completely incinerated. The special thing about these flames was that they could burn everything, including other flames.
Itachi's Mangekyou Sharingan Had Two More Abilities
The second technique that the Mangekyou Sharingan granted Itachi was the Susanoo. Upon use, a large spiritual warrior would come forth and cover Itachi's body to protect him from any kind of harm. Itachi only ever used the Susanoo in the fight against Sasuke, but it was enough to discern its power. Itachi summoned the Susanoo to prevent Sasuke's attacks from dealing any damage and to hit back occasionally. Unlike most Susanoo, Itachi's had two powerful weapons.
At some point, Itachi obtained the Sword of Totsuka and the Yata Mirror, both of which were incredibly strong weapons. The Sword of Totsuka could seal anything it made contact with, while the Yata Mirror could nullify almost every attack. According to Zetsu, they made the Uchiha's Susanoo invincible.
The third and arguably the most dangerous ability of Itachi's Mangekyou Sharingan was Tsukuyomi. It was a Genjutsu that could trap people in an illusionary world and alter their perception of time. Normally, Itachi would inflict days' worth of trauma on his targets, which more or less put them in a state of comatose. Even a talented ninja like Kakashi was hospitalized after being put under the Genjutsu. While the Tsukuyomi is immensely powerful, there are two more Genjutsu that are actually stronger.
Kotoamatsukami And Infinity Tsukuyomi Are Superior Genjutsu
Kotoamatsukami is a Genjutsu that is unique to Shisui Uchiha. What made Kotoamatsukami dangerous was that it allowed Shisui to enter the mind of any person and manipulate their perception without them even realizing it. The Genjutsu gave the target fake experiences, causing them to believe that they were doing something out of their own free will. A testament to Kotoamatsukami's potency is how it enabled Itachi to overcome Kabuto's control.
The Infinite Tsukuyomi Is Almost Impossible To Avoid
While Kotoamatsukami is the best Genjutsu that normal people can use, there is one technique that is even superior to it, and it's none other than the Infinite Tsukuyomi. Unlike Kotoamatsukami, Infinite Tsukuyomi can only be cast by people who possess the Rinne Sharingan. In order to activate the Genjutsu, the user must reflect their Rinne Sharingan off of the moon. Once done, the moon emits strong light that pierces everything. Anyone who comes in contact with the light ends up becoming immobile and trapped inside a never-ending dream.
Normally, the people incapacitated by the Infinite Tsukuyomi are then wrapped in the roots of the God Tree, after which their chakra is slowly extracted. Over time, the trapped people lose their identity and end up becoming White Zetsu. Finally, their chakra ends up forming the Chakra Fruit. So, one wouldn't be wrong if they said Infinite Tsukuyomi was cast to create the Chakra Fruit. It is worth mentioning that there are certain people who are immune to the power of the Infinite Tsukuyomi.
Who Can Avoid The Infinite Tsukuyomi?
The first are those who possess the Rinnegan. They can block the light from reaching them or anyone within their vicinity. Anyone who is brought back using the Impure World Reincarnation is also unaffected by the Genjutsu. Finally, any person whose body is covered by Black Zetsu can avoid being trapped by the Infinite Tsukuyomi. Considering how difficult it is to avoid the Infinite Tsukuyomi, it's safe to say that it is by far the strongest Genjutsu in Naruto.
