5 Isshiki Otsutsuki

Isshiki Otsutsuki was introduced in Boruto: Naruto Next Generations as one of the story's main villains. He came to the Earth with Kaguya Otsutsuki to claim the Chakra Fruit but was betrayed by his partner and left in a critical state. That's when he took over Jigen's body and remained inside until he found a suitable vessel. The main reason why Isshiki wanted a vessel was because he couldn't exert his true power. However, he did get an opportunity to display his strength in the fight against Naruto and Sasuke, which he dominated for the most part. Needless to say, if Naruto didn't come up with Baryon Mode, Isshiki would have emerged victorious.
Isshiki had the Kokugan, a Kekkei Genkai that allowed him to use two special abilities—Sukonahikona and Daikokuten. The latter could seal any object/person affected by Sukunahikona in another dimension. With Sukunahikona, Isshiki could shrink himself and any inanimate being almost instantly. The combination of the two abilities made it impossible to hit Isshiki or avoid being struck by his attacks. If he had fought Naruto at full health, there is no doubt that the Otsutsuki would have won.
4 Momoshiki Otsutsuki

Momoshiki Otsutsuki came to the Hidden Village along with Kinshiki Otsutsuki. The two wanted to take the Chakra Fruit but decided to steal the chakra from the jinchuriki instead. Even at the time of his debut, Momoshiki's strength far exceeded that of any regular Kage; even Naruto and Sasuke struggled to an extent.

Hagoromo was the elder son of Kaguya Otsutsuki and the first to lead a rebellion against her. He was born with an intelligent head on his shoulders, which is why he stood against Kaguya's ideals. While Hagoromo's goal was noble, he could never have overthrown Kaguya without the necessary strength.
Thankfully, he was born with extraordinarily strong chakra, which allowed him to fight with someone like Kaguya. Hagoromo also had the Rinnegan, so he could access all six paths. After beating Kaguya, Hagoromo became the jinchuriki of the Ten Tails, which increased his strength further. Shibai Otsutsuki's techniques were called Shinjutsu, and he didn't even need to form handseals to use them. He was able to see through time and reflect any harm aimed at him. Shibai was also able to cover great distances using the black bands. With time, people may have forgotten about Shibai Otsutsuki, but his power remains unmatched.
