In the Naruto series, if there's one legend that was held above any other, it was the legend of the Sage of Six Paths. Known to be the savior of the world, the Sage of Six Paths was a legendary figure that many believe saved the world from calamity.
Boruto: Konoha's New Hokage Has Already Been Confirmed, And It Isn't Sarada
Sarada Uchiha won't be Konoha's next Hokage. It's going to be this character.
His lore was expanded upon towards the end of the story, and fans truly got to see what power he wielded. The Sage of Six Paths was truly the mightiest in the Naruto series, and could've even surpassed Kaguya at one point. Now, however, in Boruto, there appears to be an even stronger Otsutsuki.
The Sage Of Six Paths Was Naruto's Strongest

When it comes to the powers of the Sage of Six Paths, fans know very well that he had the fabled Rinnegan. With this power, he ruled over life and death itself. Hagoromo also had the Truth Seeking Balls, and control over all the nature transformations. He could use YinYang Release to create and breathe true life into anything, and he was, essentially, a God.

Hagoromo was strong enough to fight Kaguya Otsutsuki and seal him away, although he had help from his brother. But, this wasn't Hagoromo Otsutsuki at his peak. He then became the Jinchuriki of the Ten-Tails, and this pushed him to an entirely different level. At his peak, the Sage of Six Paths was, undoubtedly, stronger than Kaguya and the strongest in the whole Naruto world.
Other Otsutsuki Clan Members Are Stronger Than Hagoromo Otsutsuki
Isshiki Could Compete With Hagoromo, As Is Anyone On Isshiki's Level
While Hagoromo Otsutsuki is certainly the strongest in Naruto, Boruto is a different thing altogether. As is clear in the Boruto series, Isshiki Otsutsuki is the first big threat, and it is quite clear to the fans that he is stronger than Naruto and Sasuke combined. Given that both of these characters hold half of Hagoromo’s power, it wouldn't be a stretch to say that Isshiki Otsutsuki is actually stronger than Hagoromo Otsutsuki, or perhaps on the same level as him, given that both are stronger than Kaguya at their peaks.
This also means that there's another character potentially stronger than Hagoromo Otsutsuki, and that is Naruto Uzumaki. With the power of Baryon Mode, Naruto Uzumaki far surpassed even Isshiki, and that only means he could surpass even Hagoromo Otsutsuki.

Solo Leveling: Ragnarok was a good sequel. Boruto could learn a few things from it.
Shibai Stands Above All In Boruto
All these characters are impressive, but there is only one strongest in the Naruto franchise overall, and that is Shibai Otsutsuki. He's the only Otsutsuki to have actually become a God. Shibai even left his mortal body behind, and he is truly far above Hagoromo’s level. Hopefully, fans will see more of Shibai Otsutsuki in the future of the Boruto series as he has the potential to be a phenomenal villain.
I realize that Boruto started as a sequel to Naruto, but due to Naruto's massive presence, it's been a pretty tough road to travel. Boruto has finally emerged as a proper protagonist in his own right. But will he be a hero on the same level as his father? Or maybe even surpass him? To be honest...
