Imu is the being known to be the supreme ruler of the World Government in One Piece, and their authority even surpasses the Gorosei, who, before this reveal, were the most authoritative figures in the world. Imu made his appearance during the Reverie, which shocked everyone to their core.
They are a very powerful individual with powers that make them a frightening enemy to even the most powerful individuals in One Piece. Their powers as of now hold no bounds, as they are even feared by the Gorosei. Furthermore, their existence is kept a secret, and only a few know about it. But, over time, a handful have come to know about their presence.
One Piece: Devil Fruits That Are Easy To Counter
While these Devil Fruit abilities in One Piece are pretty powerful, they can be countered quite easily to prevent them from dealing damage.
The Gorosei
The Five Apostles Of Imu
- Affiliation: World Government
The Gorosei are the individuals who are the closest to Imu, and they have known about Imu's existence for a very long time. They only take orders from Imu, and no one else can tell them otherwise. The Gorosei all possess powerful Yokai powers that grant them immeasurable strength that one can mistake for a calamity. The Gorosei were seen bowing down to Imu when they first made their appearance during the Reverie arc. It was a sight to behold as characters who were said to be on top were revealed to be only pawns of someone else. It was truly a breathtaking moment for many.
Sabo
Second In Command Of The Revolutionary Army
- Affiliation: The Revolutionary Army
Sabo is one of the strongest individuals within the Revolutionary Army and he has enough strength to fight against a Marine Admiral on his own. He was one of the first, alongside Cobra, who came to know about the existence of Imu. He watched from the shadows as the whole thing unfolded right before him. But when the life of Cobra was threatened, he couldn't just sit and watch. Sabo jumped in to save him from his fate, but he was unsuccessful in doing so. Fortunately, he survived this ordeal, which opened a whole other perspective on the World Government.
Holy Knights
The Swords That Do The Bidding Of A God
- Affiliation: World Government
Holy Knights are immortal beings that are said to be unkillable, and they have such combat prowess that they can fight against any threat they face. They are Imu's divine judgement that can appear anywhere at any time through an ability known as the Abyss, which is similar to the Gorosei's ability. The relations between them and Imu are very complex, as they can telepathically communicate with them. Imu can also take over Gunko's body at any point, and use her powers freely without any visible drawback.
Wapol
King Of Evil Black Drum Kingdom
- Affiliation: Evil Black Drum Kingdom
Wapol is one of the few characters that was seen at the very beginning of Luffy's journey, and somehow, he has become a very important part of the story. He possesses knowledge about Imu from his visit to Reverie, where he saw the murder of Cobra at the hands of Imu, and Sabo running for his life.

He also did the same thing and fled Mary Geoise along with Vivi to save himself and her from the clutches of the World Government. It is unknown whether or not he has told anyone about this secret, but it's highly unlikely that he will ever say something about Imu, as it would put his life in danger.
Monkey D. Dragon
Leader Of The Revolutionary Army
- Affiliation: The Revolutionary Army
Dragon has been in a constant battle with the World Government, and he has done so much damage to them that he's called the World's Worst Criminal. He knows all about the World Government, and even the Holy Knights, but he didn't know anything about Imu even after many years. This secret was revealed to him by Sabo, who, as previously mentioned, came face-to-face with the ruler of the world. This revelation was shocking, but Dragon didn't lose his composure, as he is a man who is calm and collected.
Emporio Ivankov
One Of The Commanders Of The Revolutionary Army
- Affiliation: The Revolutionary Army
When Ivankov heard about the Imu from Sabo, it shook him to his core. Ivankov struggled to believe that a person with authority exceeding even the Gorosei exists. Imu was a total mystery, but Ivankov was somehow able to connect the dots that Imu was a member of the Nerona family.
Furthermore, he claimed that Imu is an immortal being that hasn't tasted death. This is due to the Perennial Youth Surgery, which is an ability of the Ope Ope no Mi.
