5 Quokka Fruit

According to Oda, Roger’s animal resemblance is actually a Quokka. This weird looking animal might just have been Roger's devil fruit if he did possess one. Of course, Roger is a mighty individual and certainly, a character like him deserves an overpowered Devil Fruit. However, Oda values comedy quite a lot and he would certainly not have shied away from giving Roger such an average devil fruit.
In fact, what would be even more fun if Roger actually managed to turn this average devil fruit into something way too overpowered and became the strongest of all time. The Quokka Devil Fruit certainly does not sound strong by any means, but it would still give him an advantage in battle, just like any other devil fruit, as was implied by Lucci in Enies Lobby. Given that they are like small kangaroos, fans know that Oda could have quite a lot of fun with this fruit and assign exciting abilities to it. Clearly, this would be one of the weakest choices, but still a very exciting one.
4 Goru Goru no Mi

Goru Goru no Mi is quite a simple choice for choosing Roger's devil fruit. Roger belongs to the Gol D Family, however, the World Government famously gave him the name Gold Roger in an attempt to hide his true name. Gold Roger is certainly a fearsome name indeed, and to take this a step further, Oda could essentially have given him the Goru Gory no Mi. It is a Paramecia type of devil fruit that allows the user to control and manipulate gold at will.
Had Roger managed to awaken this fruit, it would've given him the ability to turn his surroundings into gold and manipulate them without direct contact. This was certainly a terrifying fruit, and with Roger, it would have been used in incredible ways.
3 Tori Tori no Mi, Model: Phoenix

The Tori Tori no Mi, Model: Phoenix is a very intriguing devil fruit ability that belongs to Marco in the actual story. However, this Devil Fruit would've been great with Roger as well. The main reason why Roger would have benefited greatly from this ability was because he suffered from a terminal illness. Fans don't know how terminal illnesses work when it comes to the Phoenix Devil Fruit.
Perhaps, this illness would never have sprouted if Roger had this devil fruit. Or, it is also possible that it could have essentially cured it even if it did come to form. At the very least, fans know for sure that any and all injuries caused to Roger's internal organs by his illness would have been treated thanks to the Phoenix devil fruit. This would have allowed him to engage in combat more efficiently, and increased his overall prowess as well. This would certainly have been a phenomenal fruit for Roger.
2 Mera Mera no Mi

The Mera Mera no Mi is a memento left behind by Ace and it currently belongs to Sabo. However, it would also have been the perfect fit for Roger for many reasons. The very first and the biggest reason is that his son had this devil fruit ability and it would establish a parallel between these two characters.
The second reason is that Roger and Ace had a similar personality.
Dadan herself confirmed that Roger and Ace were exactly the same and even Garp believed this to be true. Both had a very fiery personality, and this could be represented through the Mera Mera no Mi, which would have been perfect for these two individuals.
1 Hito Hito no Mi, Model: Nika

Of course, above all, the Devil Fruit that would suit Roger the best would be the Nika Devil Fruit. Also known as the Gomu Gomu no Mi, this devil fruit was eaten by none other than Luffy at a very young age. Had Roger eaten this devil fruit, he would have gained the ability to transform into Nika (following awakening).
Of course, Roger came too early, and as a result, this fruit would most definitely not have chosen him, however, just for argument's sake, Roger would have made a fantastic Nika and an incredibly powerful individual. Given that his Haki already made him one of the most ferocious individuals on the seas, having this overpowered Devil Fruit would essentially put him on an entirely different level and ensure that he remained untouchable.
