Aside from the storytelling and world-building, the arc also has a great deal of action. There are many stellar fights in the Elbaf arc, some of which were a part of the God Valley flashback. Not all the fights in the arc were of similar length. Some of them only lasted for a few minutes, while others took hours.

Davy D. Xebec vs. Figarland Garling

The God Valley flashback was dominated by Davy D. Xebec, the leader of the Rocks Pirates. Fans had been waiting for years to learn more about Xebec because he seemed like an interesting character. When Oda finally disclosed Xebec's true nature, readers were pleasantly surprised.

In the flashback, Xebec traveled to God Valley to rescue his wife and child from the clutches of the Celestial Dragons. Xebec was overprotective of his family, and he wouldn't stop at any cost. Garling, a Holy Knight, tried to stop the pirate, but it was to no avail. Xebec obliterated the Holy Knight and carried on like nothing happened. Considering Garling was taken out so early by Xebec, it makes his introduction, where he was called the champion of God Valley, even funnier.

Aside from Xebec, one of the main highlights of the flashback was Harald, the king of Elbaf. Not long after the arc started, Harald's name was consistently mentioned in the story, which clearly indicated that he would play a pivotal role. Harald was heralded as the greatest ruler of Elbaf because he was a kind and just person. However, he was not someone who could be pushed around.

Harald had immense physical strength and Haki, with which he could match almost anyone in strength, including Xebec. Harald met Xebec for the first time in Marijoa, where their clash destroyed almost everything within a certain radius. The second time they fought was in Elbaf, which caused a massive strain on their friendship. The third and final fight between the two occurred at sea. Harald had initially decided to fight Xebec because the World Government promised to make Elbaf into an affiliate nation if he did so. But after learning about Xebec's true past, Harald decided to hold back and let Xebec win. All three fights between Harald and Xebec are extremely important to the overall story of One Piece, which is why they are so high up on the list.

Scopper Gaban vs. Shepherd Sommers

The Elbaf arc featured the debut of Scopper Gaban, one of the most charismatic characters in the series. Gaban used to be the left-hand man of Gol D. Roger. He has lived in Elbaf for an extremely long time, and the people affectionately call him Ya-san. Fans had been waiting for a long time to see Gaban in action because they wanted to know how his strength compares to that of Silvers Rayleigh.

Fortunately, they didn't have to wait for too long to see Gaban in action. When the Holy Knights attacked Elbaf, they didn't know that Gaban would be there to stop them. The first person to get a taste of Gaban's strength was Shepherd Sommers. After spending a great deal of time tormenting the innocent citizens of Elbaf, Sommers finally got his comeuppance at the hands of Gaban. The latter chopped off Sommers' hand and then proceeded to deal a lethal blow to the Holy Knight, rendering him incapable of combat.

Davy D. Xebec was the star of the God Valley Incident. He went to the island to save his wife and child from being killed. While he was successful in accomplishing the task, Xebec couldn't protect himself. Unfortunately, he fell prey to Imu's Domi Reversi, which caused him to turn into a demon. Xebec tried to fight back the change, but he failed to do so. He was then commanded by Imu to eradicate his family and everyone else on the island. Luckily, Kuma saved Eris and Teach before Xebec could get to them.

The demonic pirate then turned his attention to Garp and Roger. As he approached the two, Garp and Roger heard his voice asking them to kill him. They were confused, but knew that it needed to be done. While everyone else was running, Roger and Garp stood their ground and fought Xebec. They used multiple Conqueror's Haki attacks on the demon, but none of them seemed to work. Finally, Roger found a way to bypass Xebec's defense. Even though it was a risky move, they had no choice but to try. Thankfully, the gambit paid off and Xebec died.
