The Elbaf arc has gained a lot of popularity among One Piece fans because of the introduction of so many powerful fighters. Eiichiro Oda debuted characters like Shamrock, Gunko, Sommers, Harald, Xebec, and several others. While a lot of the big names were introduced in a flashback, one particular character is part of the current timeline.

The person is none other than Loki, the Accursed Prince of Elbaf. Aside from having one of the coolest designs, Loki is an outrageously powerful fighter, which is hardly surprising as he is the son of the late King Harald. As the Elbaf arc has continued, it has become increasingly obvious that Loki is not a regular combatant. In fact, he is among the strongest One Piece characters. However, that doesn't mean Loki is invincible.

Shanks

Shanks is the captain of the Red Hair Pirates and one of the four Emperors of the Sea. Unlike most characters in the story, Shanks bloomed at a young age, as evidenced by his ability to use Divine Departure, an attack that combined Advanced Conqueror's and Armament Haki. Despite losing his left arm, Shanks' growth didn't stagnate. Instead, he kept growing at an astounding speed.
As a matter of fact, Shanks became an Emperor of the Sea after losing his arm, which is proof enough that the setback didn't affect his strength. Presently, Shanks is arguably the strongest character in One Piece. He has mastered the use of all three types of Haki, and it's safe to say that no other character can handle them with the same level of finesse. Considering Shanks' abilities, it's hardly surprising that he was able to stop Loki from rampaging. It's also possible that Shanks held back because he didn't want to hurt Loki badly.
Blackbeard

Blackbeard is arguably the most ruthless pirate in One Piece. He is shrewd and calculating, which is why he never makes a move that wouldn't benefit him. Surprisingly, Blackbeard is also a patient man as he waited for several years on Whitebeard's ship to find the Yami Yami no Mi. With the help of the Devil Fruit, Blackbeard defeated Portgas D. Ace and then handed him over to the World Government. He then killed Whitebeard and stole the Gura Gura no Mi.

After getting his hands on two extremely overpowered Devil Fruits, it's hardly astonishing how Blackbeard became an Emperor of the Sea. In addition to the Yami Yami no Mi and Gura Gura no Mi, Blackbeard also has access to Haki, which allows him to stop incoming attacks. There's no denying that Loki is an excellent fighter, but he cannot overcome someone like Blackbeard.
Gol D. Roger

Gol D. Roger was the first person to be named King of the Pirates. He earned the title after reaching Laugh Tale and finding the One Piece. Roger never backed down from challenges. In fact, he would throw himself into the face of danger because it excited him.
Naturally, he was only able to be so reckless because of his inhuman strength. Roger did not have a Devil Fruit, but he was the strongest person alive, and it was all because of his Haki. Roger fought multiple battles, which refined his Haki control, allowing him to use the power to its fullest. Roger's battle would have certainly been enthralling, but it would always end with the Pirate King's victory.
Imu

Imu is the real sovereign of the World Government, which means they are in charge of everything that takes place within the organization. They don't reveal themselves and use the Five Elders to pass on orders. Due to this reason, very few people know about Imu's existence, and even fewer know their strength.
Naturally, One Piece fans were kept in the dark by Eiichiro Oda, as the author didn't want to disclose too many details about Imu. However, things changed in the Elbaf arc when Imu took over Gunko's body. Imu was unhappy with the performance of the Holy Knights and decided to take matters into their own hands. Imu has the power to turn other people into demons and make them do their bidding.

Imu is immortal and capable of regenerating from all manner of damage. They are also able to utilize multiple Devil Fruits without any problems. Furthermore, they also possess powerful Conqueror's Haki. It's important to remember that a lot about Imu's abilities is unclear, but even without them, the sovereign can beat Loki.
Monkey D. Garp

Monkey D. Garp is among the few people from Xebec's era who are still alive and kicking. After all, who had the strength to bring down the legendary Hero of the Marines by themselves? In his prime, Garp was able to compete with the likes of Gol D. Roger, Whitebeard, Shiki, and Big Mom. Yet none of them were able to bring him down. Fast-forward to the current era, and Garp is still unbeaten in a 1v1, which speaks volumes about his strength.
Loki is unquestionably a powerful fighter, but he would be lucky to survive in a battle against Garp. The latter has mastered all three types of Haki, and his physical abilities are on a different level from those of any ordinary human being. By combining the two, Garp remained unbeaten for so many years.
