Blackbeard knew that he couldn't accomplish his goals without getting stronger, which is why he wanted two of the most powerful Devil Fruits in existence. With the Yami Yami no Mi and the Gura Gura no Mi at his disposal, he can beat almost all One Piece characters, including Scopper Gaban.
Shanks

Boa Hancock is an exceptional fighter who has mastered the use of at least two types of Haki. She also possesses Conqueror's Haki, but it's unclear if she learned it fully. In addition to her Haki prowess, Hancock also has an overpowered Devil Fruit at her disposal, and with its power, she can take down the best of fighters. Considering Gaban's personality, Hancock can beat him effortlessly.
Monkey D. Garp

Monkey D. Garp is heralded as the Hero of the Marines. Garp received the epithet due to his contributions in God Valley, where he took down Davy D. Xebec with some help from Roger. Even decades after the incident, Garp remains a behemoth. In the Egghead Island arc, Garp demonstrated his strength. He was able to overpower Kuzan, who was much younger than him and also had a Devil Fruit.
Garp has extremely strong Haki with which he was able to destroy an entire port. Due to years of intense training, Garp's physical abilities are vastly superior to most characters. His punches are strong enough to destroy mountains. Considering Garp was Roger's equal, it's safe to say that the Vice Admiral is stronger than Scopper Gaban.
Sakazuki

Sakazuki is the current Fleet Admiral of the Marines. He earned the promotion after beating Kuzan on Punk Hazard. Sakazuki has incorporated his philosophy into the organization, which is why it has become a bigger threat to the pirates and other criminals.

The Fleet Admiral possesses the Magu Magu no Mi, a Logia-type Devil Fruit that allows him to manipulate magma at will. The Devil Fruit is said to have immense destructive power, so Akainu's attacks can cause a lot of problems for his opponents.
Monkey D. Dragon

Monkey D. Dragon is the Supreme Commander of the Revolutionary Army. He founded the organization to end the World Government's tyranny. So far, Dragon and the Revolutionary Army have successfully toppled many evil rulers, and it's only been possible because of their strength.
Since Dragon has yet to be involved in a fight, it is difficult to gauge his strength, but the leader of the Revolutionary Army is bound to be an exemplary fighter. A lot of theories suggest that Dragon might have a Mythical Zoan-type or a Logia-type Devil Fruit. However, there is no conclusive proof yet. Despite the lack of evidence, it would be odd if someone like Dragon were weaker than Scopper Gaban.
