Shirahoshi

Shirahoshi is the mermaid princess of the Ryugu Kingdom. She is much bigger than any other mermaid in Fish-Man Island, which is why she stands out so much. While her size is definitely eye-catching, the most amazing thing about Shirahoshi is that she is Poseidon, an ancient weapon of mass destruction.
Shirahoshi inherited the power from her ancestors, but she couldn't control it until the Straw Hats came to Fish-Man Island. Not long after their arrival, the crew fought Davy Jones, Van Der Decken, and the New Fish-Man Pirates. The group was looking to bring down the current monarchy and take over the island. They had planned to send Noah crashing into the island in case things got out of hand. However, Shirahoshi utilized her special ability to summon the Sea Kings and stop the ginormous sea vessel from destroying Fish-Man Island.
Shirahoshi's power to control the Sea Kings is dangerous and poses a major threat to the existence of Imu and the World Government, which is why the sovereign wants to eliminate her. It would be remiss not to mention that the previous Poseidon had entered into a promise with Joyboy, who was another character that Imu despised. Given the current state of the world, it's highly possible that Imu will send someone to deal with Shirahoshi.
Monkey D. Dragon

Monkey D. Dragon was just a regular Marine when the God Valley Incident took place. What he saw on God Valley affected him so much that he openly rebelled against the World Government. After failing to hit his goal with the Freedom Fighters, Dragon formed the Revolutionary Army, which is currently the biggest threat to the World Government.

After the Egghead Incident, Dragon's popularity possibly increased, and more people likely flocked to the cause. Imu may not have declared open war against Dragon yet, but the day is not far away when the former will have no choice but to focus on the leader of the Revolutionary Army.
Monkey D. Luffy

Monkey D. Luffy is the captain of the Straw Hat Pirates and one of the Yonko. Luffy was only a grunt when he set out to become the King of the Pirates. Initially, nobody paid any attention to the skinny boy with a rubbery body. But soon, it became clear that the World Government couldn't ignore him for long.
Luffy took down multiple Shichibukai, and the World Government tried to cover up his achievements. However, it failed to do so, and Luffy's fame kept on growing. Presently, Luffy is among the strongest One Piece characters, and he can go toe-to-toe with almost anyone. This makes him a threat to Imu. In fact, Imu was seen carrying Luffy's poster in Marijoa, which implies that the latter is on the radar. Another reason why Luffy is dangerous to Imu is his D lineage.
Blackbeard

Marshall D. Teach, better known as Blackbeard, is the admiral of the Blackbeard Pirates and an overarching antagonist in One Piece. Like Luffy, Blackbeard's rise to prominence has been rapid. Shanks

Shanks is the son of Figarland Garling, the current Godhead of Science and Defense. Despite his lineage, Shanks loathes the Celestial Dragons and the World Government. Shanks is a powerful figure with a considerable level of influence across the world. People respect and fear him at the same time.
When it comes to strength, there are maybe one or two people who could match Shanks. After all, he is one of the Yonko. Shanks has immense control over his Haki, meaning he can bypass the immortality perk of the Holy Knights and possibly Imu. Naturally, Shanks is a major threat to Imu and should be as such.
