These haki users in One Piece are the greatest. Some would even describe their haki as god level.
Usually, the Marines feature three regular Admirals, and one Fleet Admiral who stands as the single most powerful person in the organization. The current Admirals are Greenbull, Fujitora, and Kizaru, while Akainu became the Fleet Admiral. With powerful Devil Fruits and strong Haki, the Admirals are certainly very strong, but there are definitely characters who could defeat them.
Boa Hancock

While usually her powers require attraction to work, she can also petrify her enemies without using this ability. Even Yonko Blackbeard chose not to fight Hancock head-on, clearly stating that he would be instantly turned to stone. This just goes to prove that Hancock can most definitely defeat an Admiral.
Hawkeye Mihawk

Mihawk is known as the World’s strongest Swordsman. His skills with the blade are unmatched, and many would consider him the most powerful former Shichibukai.

Five Elders

Big Mom

Aside from Buggy, all the Yonko in One Piece are superior to the Admirals. This was especially obvious at the end of Wano and on Egghead. Big Mom, with her superior Haki and Devil Fruit mastery, could easily come out victorious against any Admiral.
Kaido

Kaido is one of the most impressive One Piece characters that fans have seen go all out. As the main villain of Wano, he was no easy enemy to defeat. Kaido has some of the best Haki feats in One Piece, and on top of that, he has the powers of a Mythical Zoan Dragon fruit.
Even with Gear 5, winning against Kaido wasn’t easy for Luffy. Meanwhile, Luffy was toying with Kizaru in Gear 5. This is more than enough proof that Kaido is superior to the average Admiral. Defeating one would be no hard task for him. In fact, even Green Bull openly admitted that he would never even dare to come to Wano if Kaido were alive.
Monkey D. Luffy

Monkey D. Luffy has very recently joined the ranks of Yonko following the events of Wano and the defeat of Kaido. In just a few arcs, Luffy has grown greatly in power. His newest power-up, Gear 5, makes him insanely powerful.
Previously, Luffy and his crew were destroyed on Sabaody by Kizaru. Now, however, no Admiral can take down the captain of the crew. In Egghead, Luffy was toying with Kizaru, and he could have easily defeated him in an all-out battle.
Monkey D. Dragon

Monkey D. Dragon is the leader of the Revolutionary Army. A former Marine, Dragon ended up leaving the organization following the tragic events of God Valley.
Dragon’s strength greatly grew following this event, and he has since become one of One Piece’s strongest characters. Dragon’s full power remains a mystery, but it would be shocking if he couldn’t, at the very least, defeat a Marine Admiral.
Blackbeard

After making a pact with Imu, Harald gained immortality and other strength boosts. He could easily deal with the Admirals.
Loki

Loki is the Accursed Prince of Elbaf and a force to be reckoned with. He has a yonko level bounty of 2.6 billion berries, which is also considered special by the World Government. His strength has been hyped up by Oda multiple times now.
It’s said that only Shanks was able to take him down when all of Elbaf failed to do just that. With Ragnir and a legendary Devil Fruit in his possession, Loki could swiftly defeat any average Admiral. In fact, he could even overpower the amped up Harald who was far stronger than even the Pirate King Roger.
