Monkey D. Luffy is the main protagonist of One Piece, and as a result, he has been endowed with multiple powerful abilities that allow him to beat his enemies. With the manga already in the Final Saga, it has become even more apparent that Oda is trying to speed things up and give Luffy new power-ups to tackle his opponents.
One Piece: 6 Characters Luffy Will Surpass In Elbaf
Luffy will overtake these One Piece characters for good in Elbaf.
In certain cases, the author has provided Luffy with plot armor to rescue him from certain defeat, which obviously is unfair to the pirate's challengers. With that in mind, here are some characters who fought Luffy and should have won.

6 Charlotte Katakuri
Affiliation: Big Mom Pirates

Charlotte Katakuri was one of the main antagonists of the Whole Cake Island arc. As Big Mom's eldest son and the strongest Sweet Commander, it was his duty to eliminate any elements that posed a threat to his family. Naturally, he wouldn't let Luffy ruin Big Mom's reputation, so he decided to trap the former in the Mirror World.
As expected, Katakuri dominated the fight with his Haki and Devil Fruit. He possessed the Mochi Mochi no Mi, a special Paramecia-type Devil Fruit that allowed him to create and control Mochi at will. Katakuri's advanced Armament Haki also caused all kinds of problems for Luffy. At no point did it seem that Luffy would win, but Oda had to step in to give the protagonist the win.
5 Kaido
Affiliation: Beast Pirates

Kaido was known as the strongest creature in the world. It was heavily implied that Kaido could not be beaten in a 1v1. In the Wano Country arc, he proved why he was so superior to the rest of the characters in One Piece. Kaido put Luffy through the wringer, not once but multiple times. It was a dominant display by the Yonko, who put his Devil Fruit and Haki to good use.
One Piece: Strongest Characters Alive After Elbaf
These One Piece characters will be strongest ones standing after Elbaf.
Kaido had the Uo Uo no Mi, a Mythical Zoan-type Devil Fruit, which allowed him to morph into an Azure Dragon. He could also use advanced versions of three types of Haki, which made it almost impossible to get the better of him in combat. Towards the end of the Wano arc, Kaido beat Luffy yet again, and he believed that victory was his. However, Luffy awakened his Devil Fruit at the last moment and fought back to beat Kaido.
4 Charlotte Cracker
Affiliation: Big Mom Pirates

Charlotte Cracker was the first Sweet Commander to be introduced in the Whole Cake Island arc. He was tasked with stopping Luffy, and he wasted no time heading to the pirate's location. Not long after arriving, Cracker immediately began his attack on Luffy, and the latter had almost no response to the Sweet Commander's attacks.
Cracker utilized the power of the Bisu Bisu no Mi to create biscuit soldiers that were strong enough to withstand Gear 4th's strikes. To make matters worse, Cracker was able to create not one but multiple biscuit soldiers. Together, they overwhelmed Luffy and would have stopped him, but Nami helped her captain. She used Big Mom's Vivre Card and her Climat Tact to soften the soldiers, allowing Luffy to eat them and bypass their defense. If it were a fair fight, Cracker should have won.
3 Crocodile
Affiliation: Baroque Works

During the Alabasta arc, Crocodile was still a Shichibukai who used his influence to carry out illegal activities. Since he was pulling strings from the shadows, nobody knew that he was responsible for any of the things happening in Alabasta. In fact, he would have accomplished his mission if the Straw Hats hadn't intervened.
One Piece: 6 Characters From Rocks Era That Can Defeat Luffy
Luffy is strong, but he has yet to surpass these Rocks era legends in One Piece.
Even then, Crocodile defeated Luffy twice, and frankly speaking, the latter would have died if he weren't the hero of the story. Crocodile utilized the Suna Suna no Mi's ability to create and manipulate rather well. It was the main reason why Luffy couldn't even get close to Crocodile. Needless to say, Crocodile should have won all of their encounters. Unfortunately, that couldn't happen for the sake of the story.
2 Enel

Enel came to Skypiea after destroying his homeland and began ruling with an iron fist. He combined Mantra, better known as Observation Haki, with his Goro Goro no Mi to increase its range. This successfully enabled Enel to listen to every conversation taking place in Skypiea. Whenever he heard something unpleasant, Enel wasted absolutely no time in passing judgment.
Considering Enel had a Logia-type Devil Fruit and Observation Haki, there should have been absolutely no way for Luffy to defeat him. However, the hero came up with a technique that allowed him to turn off his conscious mind. This nullified Enel's Mantra ability completely and ultimately secured Luffy's victory.
1 Rob Lucci
Affiliation: World Government, CP9
- Haki: Yes
Rob Lucci was the antagonist of the Water 7 and Enies Lobby arcs. He was a ruthless, cold-blooded killer who murdered countless people, no matter whether they were guilty or innocent. Lucci's ruthlessness earned him the praise of the higher-ups in the World Government, which is why he was promoted so quickly.
Lucci dominated Luffy in Water 7 and in Enies Lobby as well. The Cipher Pol agent made full use of his Zoan-type Devil Fruit and Rokushiki techniques. At several points, it felt that Lucci should have won and knocked out Luffy.
