One Piece has some legendary Devil Fruits that might come into play in the Final Saga of One Piece.
To learn Haki, most individuals have to train hard. On the other hand, characters can acquire quick power-ups through Devil Fruits. Although the One Piece series is quite long, fans have not seen many characters obtain Devil Fruit abilities, but that could definitely change in the Final Saga, as the stakes get higher and fights get more intense. While some One Piece characters don't have a Devil Fruit yet, they could definitely make use of one.
Usopp
- Affiliation: Straw Hat Pirates
Among the Straw Hat Pirates, the weakest member is Usopp. Usopp is the sniper of the group, but he lacks greatly in firepower in One Piece. He's been one of the most underwhelming fighters in the crew and a representation of the human limitations in the world of One Piece. The greatest power-up that Usopp could get after improving his Observation Haki is definitely a Devil Fruit ability.
Usopp could either consume a Devil Fruit himself, or perhaps even attain a Devil Fruit weapon. Usopp could feed Kabuto a Devil Fruit that would greatly increase his power almost immediately. His next power-up could definitely be soon, possibly in Elbaf.
Nami

Nami is another member of the Straw Hat Pirates, and she's quite weak, especially when compared to the rest. She has had some good moments throughout the story, but strength-wise, she has never been too impressive. Nami's most impressive feat came during Whole Cake Island, when she used Zeus to stop Yonko Big Mom for a moment.
For Nami to reach new heights of power, of course, Haki would be great, but at that moment, it doesn't seem like she is getting it any time soon. Another possible upgrade for her would be to consume a Devil Fruit. Nami already has the powers of Zeus, and another Devil Fruit ability that would increase her weather-related powers quite greatly. Alternatively, Nami does not have to consume the Devil Fruit herself. Just like Usopp, she can feed the Devil Fruit to her weapon, the Climatact.
Vivi
- Affiliation: Straw Hat Pirates, Arabasta
Vivi was, for some time, considered a member of the Straw Hat Pirates. Now, in the final saga, her reunion with the crew seems closer than ever. With the death of her father, and due to her being hunted by the World Government, it’s only a matter of time before Vivi joins the crew again.
There is one huge issue surrounding Vivi, and that's her strength. Vivi is very weak, even more than the likes of Usopp and Nami. Vivi does not have any means of defending herself at the moment, and she could quickly become a huge liability for the crew. That is why before she reunites with the crew, it would be very useful for her to get a quick power-up. That power-up could be a Devil Fruit ability. Vivi is going to be heavily involved in the Final Saga, and she definitely needs some kind of upgrade.
Bepo
- Affiliation: Heart Pirates
Bepo is a member of the Heart Pirates, the crew of Trafalgar Law. Among this crew, Bepo is definitely the fighter who stands out the most after his captain, Law. However, it's quite clear that the Heart Pirates, aside from Law, are all very weak. What's more, after the assault by Blackbeard and the defeat of the Heart Pirates, the entire crew was wiped out aside from Law and Bepo.

Koala

Koala is a member of the Revolutionary Army. While she's definitely not weak, she is quite underwhelming in power when compared to the other members of the Revolutionary Army. Sabo and the Revolutionary Army Commanders are all quite strong. What's more, every single one of them has a Devil Fruit ability.
Meanwhile, Koala just relies on her Fish Man Karate. While her Fish Man Karate is great, a Devil Fruit could fill the gap between them and make her a worthy member of the Revolutionary Army that can stand her own against all enemies.
Helmeppo

Helmeppo is a character that was introduced around the beginning of One Piece, alongside the likes of Zoro and Koby. He certainly wasn't liked initially, but has grown both in power and character throughout the One Piece series, largely due to training under the wing of Garp.
Now, after the timeskip, Helmeppo has grown stronger, but he is still quite weak compared to other characters in the New World. Even compared to Koby, Helmeppo is lagging behind. Helmeppo needs a Devil Fruit power-up if he truly wants to become a right-hand of Koby and one of the greatest Marine soldiers in the future.
Koby

Koby is the protege of the Hero of the Marines, Garp. He has been training under Garp for over two years now, and while he has grown greatly since his days as a slave to Alvida, he is still not all that strong, as was shown during the recent events on Amazon Lily. Koby got captured and was almost one-shot by Boa Hancock.
Koby already has decent Haki, but he still lacks greatly in power. What's worse is that Koby is supposed to mirror Garp and become the new rival to the Pirate King. At his current power level, that is simply laughable. Koby is no threat to Luffy, and the only way to make him one would be to give him an overpowered Devil Fruit.
Tashigi
- Affiliation: Marine Organization
Tashigi is a character that fans were introduced to in Loguetown. While she serves Smoker as his right hand, it has become apparent that she is quite weak, especially for someone who shares similar convictions to Zoro. Tashigi was shown to still be weak even after the timeskip as seen during Punk Hazard.
It is quite clear that she still lacks power, and with the Final Saga having started already, she does not have that much time left to grow. A Devil Fruit would serve as a quick power-up for her that could get her closer to the level of other swordsmen around.
