One Piece has hundreds of characters who have left their mark on the story in one way or another. They have varying numbers of fans, who are always eager to see them in action. Eiichiro Oda puts a great deal of effort into designing the characters and coming up with their stories.
It's because of these reasons that they are so loved by fans.

Every character in the manga is considered canon, and those from the movies or filler episodes are considered non-canon. Despite not being part of the actual story, some non-canon characters are quite popular. With that in mind, here are some non-canon characters that Oda should make canon by putting them in the One Piece manga.

Daddy Masterson
Introduced In Episode 50

Daddy Masterson was part of the Loguetown Novel, which is full of Oda's original designs for different characters. However, Daddy Masterson's anime version was different from the novel version. Despite the change, Daddy Masterson turned out to be one of the coolest non-canon characters in One Piece.
He was a Marine sniper, but after his loss to Yasopp, he decided to resign and take care of his daughter. Daddy Masterson had two distinct personalities. When he was dealing with pirates and other criminals, he kept a mysterious and serious face. But he becomes friendly and cheerful around his daughter. Daddy Masterson was a riveting character, and his becoming a canon character wouldn't affect the actual story too much.
Jonathan
Introduced In Episode 196

Jonathan was a Vice Admiral who also served as the leader of the G-8 Marine Base. Despite his position, Jonathan was kind and respectful towards lower-ranked Marines. When the Straw Hats were revealed to be inside the base, he used it as an opportunity to unite his soldiers and prove to his superiors that G-8 didn't deserve to be decommissioned.

Given the fact that so many top Marine officers don't care about their underlings, Jonathan was truly a breath of fresh air. Oda doesn't have to make Jonathan an integral character. All he needs to do is acknowledge that Jonathan exists within the One Piece manga by putting him in a small panel.
Zephyr
Introduced In One Piece Film: Z

Zephyr was the primary antagonist of One Piece Film: Z. He used to be a Marine Admiral, but he left the organization after a pirate responsible for the death of his family was named among the Shichibukai and granted immunity. The same pirate was responsible for chopping off Zephyr's left arm. He felt betrayed by the Marines, so he formed the Neo Marines.
Zephyr's backstory was interesting, and he had a strong personality. Additionally, his fighting style was unique, and it made him more appealing as a character. Oda cannot include Zephyr in the current timeline, but he certainly can make the Admiral canon with the help of a flashback.
Gild Tesoro
Introduced In One Piece Film: Gold

Gild Tesoro was introduced as the main villain of One Piece: Film Gold. Even among the non-canon characters, Gild Tesoro's backstory stands out. He was a slave of the Celestial Dragons, but he managed to break free and ended up becoming one of the richest people in the entire world. With his strength and influence, Gild Tesoro was named the Monster of the New World, a name befitting his personality.
Gild Tesoro ate the Goru Goru no Mi, a Paramecia-type Devil Fruit, which allowed him to manipulate gold at will. Tesoro's fight with Luffy was quite fun, and the latter had to dig in to beat the villain. Tesoro becoming canon would add enhance the already impressive cast of villains, so it's something that Oda should consider.
Stella
Introduced In One Piece Film: Gold

Unlike the other inclusions on the list, Stella is not a major character in any of the movies, but her story is just as good as any. Stella was put in a slave shop for years, and at one point, she met Gild Tesoro. Since Stella despised criminals, Tesoro changed his ways and decided to buy her freedom with honest work.
Unfortunately, both of them were bought by the Celestial Dragons. Stella couldn't endure the punishments for too long and died in captivity. Before passing away, Stella told Tesoro how happy she was that they managed to spend so much time together. If Oda were to make Tesoro canon, he would have to do the same for Stella, as their stories are interlinked.
Douglas Bullet
Introduced In One Piece: Stampede

Douglas Bullet was introduced in One Piece: Stampede as a former member of the Roger Pirates. Oda has revealed all the canon members of the Roger Pirates, and Bullet hasn't been added to the roster, so it's unlikely that the author will change his mind in the future. But if he did, it would give him another excellent villain to use in the story.
Douglas Bullet's biggest selling point is his insane strength. He was so strong that it took a Buster Call led by Sengoku and Garp to subdue him. While in Impel Down, Bullet continued to train and improve his Haki. When he finally broke out, he decided to challenge the Worst Generation and the other top pirates. In a way, Bullet's personality matches Kaido's, which is why Oda may have been skeptical about not including him. However, the author could easily make Bullet canon by putting him on a small panel.
