Luffy is One Piece’s main character, and at this point in the Final Saga, he's one of the strongest characters in the story. Luffy has grown tremendously throughout his adventures in the series. After unlocking Gear 5, Luffy reached a whole new level, and his Haki only adds to his strength. However, Luffy is still not One Piece’s strongest. The most chaotic era shown to the fans right now, that is the Rocks Era, saw some very powerful characters rise to the very top, many of which showed strength surpassing that of Luffy, and could even beat him in his Gear 5 form.

Five Elders
The World Government’s Strongest Force
The Five Elders, also known as the Gorosei, are a powerful force and arguably the strongest group of the World Government, superior to even the Holy Knights. Luffy and the Five Elders have already come face to face once before during the events of Egghead Island. And while Luffy was able to hold his own against them, he was unable to even leave a dent. If Luffy hadn’t run away, they could have eventually tired him out and taken him down. Luffy still doesn't know how to damage them so they're still above him in power.
Monkey D. Garp
The Hero of the Marines
Monkey D. Garp is Luffy’s very own grandfather, and even back in the days of God Valley, he was an absolute powerhouse that only a few could even rival. Garp has yet to go all out for now, but Oda has already had him showcase some insane feats. Whitebeard, Kaido, and Big Mom, who were all together, chose to avoid a battle against Garp.
This goes to show Garp's strength, especially as he tanked an attack from Linlin and got out unscathed. Luffy will eventually surpass his grandfather, but he isn’t there yet.
Whitebeard
The World’s Strongest Man
Whitebeard is known as the world’s strongest man for good reason. Whitebeard, also known by his real name of Edward Newgate, has the strongest Devil Fruit in One Piece, the Gura Gura no Mi. Whitebeard had this fruit even back during God Valley, and some could say he was already at his prime back then.
Whitebeard has been shown to be one of One Piece’s top tiers, being able to spar and tie a battle with Roger.

Zoro is not yet at his peak. He will eventually surpass these overpowered One Piece characters.
Rocks D. Xebec
The Captain of the Rocks Pirates
Rocks D. Xebec is a legend that left a mark so deep on the One Piece world that he had his own era where he dominated the Grand Line. Rocks was the captain of an insane crew, with a few future Yonkos. He showed his strength time and again in the Elbaf flashback, as he was able to kill an Admiral, infiltrate the Flower Room and leave unscathed, and now, he has even destroyed Garling Figarland in battle with ease.
All these feats prove that Luffy, at the moment, would get absolutely obliterated by Rocks D. Xebec.
Gol D. Roger
The Future Pirate King
Gol D. Roger is One Piece’s most legendary figure. After all, he is the man who eventually would earn the title of Pirate King after conquering the Grand Line with his strength and dedication. Roger was present at God Valley, and while fans have yet to see him go all out, he is definitely about to showcase how he made it as one of One Piece’s strongest pirates.
While fans don’t know what exactly happened in God Valley, it’s said that he and Garp took down Rocks, which is quite an impressive feat and something far beyond Luffy at the moment.
Imu
The Secret Sovereign of the World
Saint Imu Nerona is a central character in One Piece who has been alive since the days of the Void Century. Imu secretly rules the world, and he is definitely the strongest character ever. Imu’s powers can’t be understated, and Oda is about to showcase a glimpse of that in God Valley as Imu took over the body of one of the Five Elders, Saint Saturn.
Imu is one character who could kill any enemy, no matter how strong. Luffy will surpass Imu at the end of the series, but even then, it will likely require a lot of teamwork. Fans are about to see just how superior Imu is on Elbaf as they wreak havoc through Gunko.
