The One Piece world used to be kept in balance by the Three Great Powers - the Marines, the Yonko, and the Shichibukai. Although the Shichibukai have been dissolved following the latest Reverie meeting, they are still incredibly relevant characters, both in terms of strength and narrative importance. In the story so far, some of the Shichibukai have stood as major challenges for Luffy and the Straw Hat Pirates.
One Piece: 7 Characters Stronger Than Scopper Gaban, Ranked
Scopper Gaban cannot handle these One Piece characters.
Of course, not all the Shichibukai are equal. Some are underwhelming, like Moria, while others are incredibly powerful, like Mihawk or Blackbeard. They seem to be almost invincible, but some One Piece characters could definitely take on the average Shichibukai, and a scant few characters can even defeat the strongest of the Shichibukai.
Loki

Loki was a character first name dropped in Whole Cake Island. It would take a few years to finally see him during the Elbaf arc. It is safe to say that Loki quickly made a huge impression on the fans.
Loki is imposing as one with Ancient Giant blood, and his strength, while not fully displayed yet, has been hyped up greatly in the story. It was said that the whole of Elbaf couldn’t take him down. In comparison, a Shichibukai would be an easy fight for Loki, with his tremendous Haki and secret Devil Fruit.
Monkey D. Luffy

Monkey D. Luffy is the protagonist of One Piece. Throughout the story, Luffy has, on multiple occasions, come face-to-face with members of the Shichibukai. So far, Luffy has fought Crocodile, Moria, Doflamingo, and Kuma.
Although he has previously struggled against some Shichibukai, now, he’s stronger than them. The only former Shichibukai who could give Luffy some trouble right now is Blackbeard. But, of course, Blackbeard is far beyond the level of the others.
Monkey D. Dragon

- Haki: Armament, Observation, Conqueror's
Monkey D. Dragon is a character that Eiichiro Oda has saved for the Final Saga, and there’s definitely a reason for that. Dragon’s role will be huge in this part of the story, and his powers will blow fans away. Many suspect Dragon has a legendary Devil Fruit, and one would expect the son of Garp, and father of Luffy, to have just as powerful Haki.
As the leader of the Revolutionary Army, it would be surprising for Dragon not to, at the very least, be Yonko-level.
Akainu

- Devil Fruit: Magu Magu no Mi
- Haki: Armament, Observation
Akainu is not the average Marine. Previously an Admiral, he has risen through the ranks and now become the Fleet Admiral of the organization, replacing Sengoku.
Akainu is definitely underestimated. He is quite easily the strongest Marine there is right now after Garp, and he could easily defeat the average Shichibukai. His Magu Magu no Mi’s destructive power is almost unrivaled, after all, and one shouldn't underestimate his Haki.
Scopper Gaban

Scopper Gaban was a character fans waited for years to finally see in the current timeline. Fans finally saw Gaban in action in Elbaf where he one-shot a Holy Knight. He became the first character to be seen bypassing immortality in One Piece.
7 Users Of God Level Haki In One Piece
These haki users in One Piece are the greatest. Some would even describe their haki as god level.
Gaban is impressive, but it’s expected from the former Wing of the Pirate King. Even in old age, Gaban is still feared and strong enough to defeat the average Shichibukai.
Silvers Rayleigh

Silvers Rayleigh is another legendary pirate who stood side by side with the Pirate King, Gol D. Roger. During his time among the Roger Pirates, Rayleigh acted as the Vice Captain. He was feared, known throughout the seas as the Dark King, for his great strength.
Rayleigh is now out of his prime and quite old. However, he’s still powerful enough to be able to defeat the average Shichibukai. Rayleigh was even able to scare off the former Shichibukai and new Yonko, Blackbeard. He also raised one of the strongest Shichibukai, Boa Hancock.
Monkey D. Garp

Monkey D. Garp is known as the Hero of the Marines for a reason. Alongside Roger, he was the one to take down amped up Rocks D. Xebec in combat. Garp is far past his prime, but he has proven that he is strong enough to take on each and every Shichibukai.
Even as an old man, Garp is strong enough to almost defeat the entirety of the Blackbeard Pirates singlehandedly. For him, taking down the Shichibukai would be very easy.
Shamrock Figarland

- Devil Fruit: N/A, Cerberus (Sword)
- Haki: Armament, Observation, Conqueror's
Shamrock Figarland is a legendary character finally revealed in Elbaf after being hinted at during the Egghead arc. Fans were definitely shocked to see that Shanks has a twin brother among the Holy Knights.
Sadly, it seems that it will be a while until fans see the full extent of Shamrock’s powers. At the moment, fans only know about his sword, a weapon with the Mythical Cerberus power. While much about him remains to be seen, fans know very well that Shanks and Shamrock should be comparable. Seeing how strong Shanks is, Shamrock should also, for the most part, be far superior to the average Shichibukai.
Five Elders

- Haki: Armament, Observation, Conqueror's
The Shichibukai are a powerful organization employed by the World Government to maintain the balance of the world, but they're not the strongest one at the disposal of the Great One.
After all, the Five Elders have shown fans just how strong they can be in Egghead. Equipped with Yokai powers and immortality, only the strongest Shichibukai, such as Mihawk, Blackbeard, and Boa Hancock could stand a chance. The likes of Garling Figarland might be even stronger than the average Five Elder. His power remains to be seen, but it should even be able to rival that of Shanks.
Shanks

- Devil Fruit: N/A
- Haki: Armement, Observation, Conqueror
The Shichibukai are powerful pirates, but all of them pale in comparison to the world’s strongest pirate alive at the moment, Yonko Shanks. Shanks has yet to go all out, but from the glimpse that fans have seen so far, he’s strong. Shanks has the best Haki in One Piece right now, and he doesn’t need any Devil Fruit powers on top.
Shanks could easily defeat every single Shichibukai. The only former Shichibukai that could give him trouble are Blackbeard, Mihawk, and Boa Hancock.
