Gol D. Roger was the King of the Pirates and the only person to have successfully claimed the One Piece. Roger lived around the same period as Rocks, and the two were fierce rivals. Oda hasn't shown a proper fight between the two, but the author has disclosed that Roger and Garp teamed up to beat Rocks.
Roger possessed all types of Haki, and he had perfect control over them. He fought the likes of Garp, Whitebeard, Shiki, and other powerful individuals, yet never suffered a loss. Initially, Roger was not stronger than Rocks, but he surpassed the latter after the God Valley Incident.
Whitebeard

Despite not being ambitious like Rocks and Roger, Whitebeard was just as strong, if not stronger than them. Whitebeard was the user of the Gura Gura no Mi, a Paramecia-type Devil Fruit that allowed him to create tremors. Depending on the need, Whitebeard could create a small shockwave or a full-blown tsunami that could wipe out an entire island. Whitebeard's Devil Fruit also made it impossible for attacks to reach him. While his Devil Fruit was overpowered, he did not rely on it entirely. In fact, Whitebeard was proficient at using all Haki types. After Rocks' death, Whitebeard's strength increased, and he became the "strongest man in the world."

Joyboy still remains a mystery to fans because Oda has hardly disclosed any information regarding him. However, the author did show Joyboy's incredible Haki. In the Egghead arc, Emet undid a knot that contained Joyboy's Haki. It was so strong that four of the Five Elders were sent back to Marijoa. Furthermore, it stressed out Imu, who immediately recognized that the Haki belonged to Joyboy. Based on the Haki feat alone, it's clear that Joyboy was a cut above Rocks D. Xebec.
Imu

Imu is the supreme leader of the World Government. Their existence is kept hidden from the rest of the world, as they control everything from the shadows. Only a select few people have ever seen Imu, and most of them have been killed.
Much about Imu's past remains unknown, but it's likely that they belong to the same time period as Joyboy. They have access to three types of Haki, and they can use them without any problems. Moreover, it is possible that Imu can use multiple Devil Fruits. All these qualities make Imu a much bigger threat than Rocks D. Xebec.
Monkey D. Garp

Monkey D. Garp is the most famous Marine in One Piece. The entire world knows about Garp's courageous acts, which is why he is considered the paragon of justice. After attaining the rank, Garp refused all promotions because he didn't want to serve directly under the Celestial Dragons.

For the uninitiated, Divine Departure was the signature attack of Roger, and it required mastery over Armament and Conqueror's Haki.
Currently, Shanks is the strongest pirate in the world, and there is no one who can match him in a fight. Shanks hasn't had the chance to go all-out in a battle, but it's highly likely that he has surpassed Rocks D. Xebec. With time, it will become more apparent that Shanks is in a separate tier from most One Piece characters.
