Marshall D. Teach, better known as Blackbeard, is the captain of the Blackbeard Pirates. After living a life on the run, he found shelter under Whitebeard's flag. He continued to travel with the crew until Thatch found the Yami Yami no Mi. Blackbeard wanted the Devil Fruit for himself, so he murdered Thatch and ran away. Later, he obtained the Gura Gura no Mi and became the only person to have two Devil Fruits. The Yami Yami no Mi gives him the power to nullify other Devil Fruits, granting the Yonko a significant advantage in fights. Blackbeard's Gura Gura no Mi allows him to create tremors that can destroy any island within seconds.
As the son of Davy D. Xebec, Blackbeard belongs to a special bloodline. He has set his sights on the One Piece and has already obtained three Road Poneglyphs. However, Blackbeard wants to achieve a lot more, possibly even take over the world, which was his father's goal. He knows that it's not going to be easy, but with his planning and a powerful crew, he might just be able to pull it off and surpass Xebec.

Shanks is considered by many to be the strongest character of the current era, especially after the defeats of Kaido and Big Mom. He is an easygoing person who doesn't really want to be dragged into fights, but he will fight if the situation calls for it. Shanks hasn't gone all-out in any battle, but that's because he didn't have to.
Shanks used his Conqueror's Haki to scare Ryokugyu, a Navy Admiral from Wano. When he encountered Eustass Kid outside Elbaf, he didn't underestimate the Supernova. Shanks used his Future Sight to see the impact of Kid's attack on the fleet. He then proceeded to take out Kid with Divine Departure. It's apparent that Shanks is an extremely powerful pirate, and he has likely overtaken Davy D. Xebec.
Sakazuki

Sakazuki is the current Fleet Admiral of the Marines. He earned the promotion after beating his fellow Admiral Kuzan in an intense fight on Punk Hazard. Ever since becoming the Fleet Admiral, Sakazuki has made many changes to the organization. He has shored up the weaknesses and made the Marines more ruthless. Sakazuki possessed the Magu Magu no Mi, a Logia-type Devil Fruit that's said to have the highest destructive power in the class. In addition to the Devil Fruit, Sakazuki also possessed two types of Haki.

Many people don't think that Marines don't have any fighters that could match someone like Xebec, but that's not true. Keeping that in mind, it's only plausible to admit that Sakazuki will overtake Xebec at some point, if he hasn't already.

Monkey D. Dragon was only a young Marine when the God Valley Incident happened. He firsthand witnessed the horrors inflicted upon the common people by the Celestial Dragons. So, Dragon knew the true face of the World Government, which is why he founded the Freedom Fighters and later the Revolutionary Army.
Dragon's thinking made him the World Government's nemesis, which is why he was given the epithet of "Worst Criminal in the World." Much about Dragon's strength remains a mystery, but fans believe that he is an incredibly powerful individual. Otherwise, he wouldn't have the gall to openly rebel against the World Government and challenge the higher-ups.
