Sanji is one of the most prodigious warriors ever introduced in One Piece. Despite being the cook of the Straw Hats, he is one of their main fighters as well, since he has been shown to take down some of the strongest villains that the heroes have faced. He is a masterful user of Armament and Observation Haki, and most fans believe that he will eventually unlock Conqueror's Haki by the Final War.

One of the best reasons to believe this to be the case is by looking at the crew that the Straw Hats mirror the most; the Roger Pirates. It has been explained that the difference in strength between Roger, Rayleigh, and Scopper was never too great, and that Roger's wings have been shown to be masters at using Conqueror's Haki. - Mihawk's Haki is legendary.
For one to gain the title of 'World's Strongest Swordsman', their Haki must truly be exceptional. Many fans believe that the one to hold this title before Mihawk was none other than Rocks D. Xebec, who has been confirmed to be arguably the strongest Conqueror's Haki user of the old era. Because of this, it's only natural to make the connection that Mihawk has the ability too, especially since he was able to make Yoru a Black Blade.

Thematically, this makes perfect sense too. A Black Blade can only be made through persistent Haki imbuement, so while Mihawk may have gotten bored with being the strongest, he is surely a hidden user of Conqueror's Haki.

Of all the characters in One Piece, Monkey D. Dragon is the one that all fans just automatically agree has to have Conqueror's Haki. Every previous point stated about users of this power applies to him more than anyone else, because he is not only the son of the greatest Marine of all time and the father of the reincarnation of Nika, both of whom are masters of this ability, but his ambition is arguably the greatest in the series.
There can be no happiness in a world where the undesirables are thrown away.
Thematically, this just makes perfect sense. Oda has often teased characters early on only to reveal their true powers much later, which has historically been the case with each Emperor of the Sea. Because of this, it can be seen that Dragon is the greatest example of this, as his power was first teased in Chapter 100 but still hasn't been shown to this day, strongly hinting that Oda has something massive in store for him.
