This article contains potential spoilers for One Piece.
Perhaps the biggest sign of a Yonko crew in One Piece is the incredible power and strength of the crew as a whole. Of course, this has to be the case, considering that the Yonko themselves are the strongest and most important pirates in the entire setting, so those who follow them should also be on an adequate level to that in order to keep up. But, keeping this in mind, the Cross Guild crew have always stood as outliers.
Of course, they are incredibly powerful in their own right, but compared to the crews of Luffy, Shanks, Blackbeard, Kaido, Whitebeard, and Big Mom, they have always felt underpowered, with the obvious exception of Mihawk. However, with One Piece edging closer to the Final War with each passing day, it's very likely that the Cross Guild will end the series on the same level as the other Yonko crews, so let's see why this is.

When the Cross Guild was initially formed, the original lineup immediately took fans by surprise. With Buggy being seen as the captain/figurehead of the crew who had Mihawk and Crocodile as his underlings, one of the first things that came to fans' minds was the fact that the main members of this crew were known as Warlords of the Sea at some point in their careers before the system itself was abolished later on.
Fans began to theorize like crazy about the future of this crew. Through Crocodile's incredible business-oriented mindset and the many funds he had managed to accrue over the years, the Cross Guild set up the perfect opposing system to the Navy, whereby they kept bounties on the heads of Marines so that pirates and criminals from across the world would hunt them. This ensured that they wouldn't be safe no matter where they went, flipping the system on its head and shooting up the organization to become a Yonko crew quite early and easily.
Public awareness of Cross Guild is growing as planned. The Navy is starting to understand the threat we pose...
However, the brunt of the crew's overall strength purely relied on Dracule Mihawk, with Crocodile acting more as the one to run the organization and Buggy being the face of it. The remaining members are completely inept in this regard, for the most part. This is where the incredible theory of the remaining Warlords joining the crew comes in, with a few obvious exceptions, since the rest of the pirates to have held this title are some incredibly notable names in the world who currently don't have much of a future in the Final Saga, so this is the best way to bring them in.
The current fates of some of the original Warlords, particularly Hancock, Doflamingo, and Moria, imply that they will eventually join the Cross Guild. The first and most basic proof is that the current heads of the Cross Guild are former Warlords, so the thematic connection is quite a great one to make since the Shichibukai system was abandoned by the world, so each of them needs a significant role to play in the Final Saga.
The last fans saw of Boa Hancock was during Blackbeard's attack on Amazon Lily, where she suffered a crushing defeat at his hands. Because of this and her desire to meet Luffy again, it would be in her best interest to join such a powerful crew. As for Gecko Moria, he was also taken by Blackbeard and kept as a prisoner inside Hachinosu, but was eventually saved by Koby and Perona. Due to the relationship Perona has with Mihawk, most fans believe that this was done in order to recruit the former Warlord into the Cross Guild.
The most interesting case here is Doflamingo, whose fate is entirely unknown at the moment. Although he was taken as a prisoner by the Marines, fans don't know where he is right now, with the popular theory being that he may have been kept on Marijoa, where he escaped during the recent attack and commotion caused by the Revolutionary Army. If this is the case, the Cross Guild would be the perfect place for him to go. Moreover, Edward Weevil is currently incarcerated as well, so he, too, may be recruited.

The Warlords Who Will Obviously Not Be Joining The Cross Guild
The Notable Exceptions
- There are 4 former Warlords who won't join the Cross Guild.
Of course, with the Cross Guild being set up as the Yonko crew comprising of the Warlords of the Sea, it is set to be incredibly powerful. However, not everyone who has once held this title will be a part of this crew, most notable of which is Blackbeard himself, who is one of the strongest Yonko and the one who is set to be the final villain of the entire One Piece series.
Other than him, Jimbei is yet another notable example, since he is now the official helmsman of the Straw Hat crew, making him one of the main characters of the story. Another example is Kuma, who was long thought to be dead but whose return has been strongly hinted at in the Elbaf arc, where he will instead choose to stay with Bonney. A wildcard here is Law, who has also served as a former ally of the Straw Hats, but many believe that he will come across the Cross Guild, where he may even end up joining, since his own crew has been destroyed.
