Not only is Oda slowly revealing to the fans the story of Loki, Harald, and the other Elbaf Warriors, but at the same time, interesting bits about Rocks D. Xebec and the Rocks Pirates are also being revealed. Curiously enough, the idea of Nika has also been touched upon now, and Oda has practically confirmed to the fans that had Rocks had his way, a different Nika would've existed today.

The Sun God Nika is a legendary figure in the world of One Piece that many worship. Nika was properly introduced in One Piece in chapter 1044, where the Five Elders described him to be a Warrior of Liberation. Nika is born from the prayers of the enslaved and the oppressed and he goes from place to place, spreading laughter and joy everywhere. Nika possesses a body of rubber and has the ability to fight with immense freedom. Nika's powers aren't bound by logic and anything Nika can imagine can be real. In all the world, Nika has the most ridiculous power of all.

As fans know already, Elbaf is the land where tales of Nika emerge from and they worship the Sun God Nika. Loki, after eating the Devil Fruit of Elbaf, believed himself to be Nika. As such, it is fair to say that the Devil Fruit that Rocks was talking about was the Nika fruit.
