With the Revolutionary Army, all set to go up against the World Government, Dragon is going to be at the forefront of things, and that only means that Oda will throw a lot of focus on him. He could bring rain clouds, cause a storm, and even strike down lightning. Haki is Overpowered, but it cannot do that. The only way one can do that is by using a Devil Fruit.

This Straw Hat pirate might have secretly unlocked haki. The Straw Hats need more haki users for One Piece's final saga.
Secondly, when Dragon rescued Sabo, he also used a very powerful ability to bring him up from the ocean. When he arrived on Wind Granma later, he flew to it and was covered in some sort of smoky aura, suggesting the ability of flight. Clearly, Dragon can fly using his Devil Fruit.
Dragon Might Have A Storm Logia Devil Fruit
A Logia Or A Mythical Zoan Is The Only Option
For now, the best fit for Dragon's Devil Fruit is a Storm manipulation Devil Fruit that would be classified as a Logia-type Devil Fruit. While wind is a very popular option, the issue with that is it can't manipulate rain or bring down lightning. That would only be possible with a Storm Devil Fruit, which would be even more overpowered than a Wind Devil Fruit. Dragon's Devil Fruit likely allows for weather manipulation, specifically centered around storms.

Another option is for Dragon to have a Zoan-type Devil Fruit, specifically mythical, which would allow for weather manipulation as well. Of course, only time can tell which version Oda will go with, but his weather-manipulating Devil Fruit power has already been confirmed in the story.
