It is hard to scale the full power of Shanks's Haki right now, but if Roger and Garp couldn't bypass Rocks's Haki barrier, it is safe to assume that Shanks wouldn't be able to either. Only the combined Haki of Roger and Garp could penetrate it, and that practically confirms that Rocks was a completely different level of a monster when it comes to Haki.
