One Piece is an amazing adventure story written by creator Eiichiro Oda all the way back in 1997. Since then, One Piece and its cast of characters have grown greatly. Luffy and the Straw Hats are the main characters of this series, and, as they grow stronger as they progress toward their goals. Luffy stands as the strongest among this crew, and that isn't a surprise. Most recently, in Wano, Luffy received his biggest upgrade yet, and that's Gear 5. This gear has allowed him to reach new heights and made him a Yonko.
One Piece: Oda Has Already Set Up Zoro's Replacement In The Straw Hat Pirates
Zoro is strong, but he is getting replaced by the Straw Hat Pirates in One Piece.
Luffy is now so strong that he can challenge most characters in One Piece, but he's still far from the strongest. That said, despite Gear 5, a new-gen character has recently risen, and it's apparent that he's superior to Luffy at the moment. This character is none other than Loki, the Accursed Prince of Elbaf. Even with Gear 5, Luffy is not strong enough to beat him. But, eventually, he will surpass Loki's power level. Loki, with his amazing feats as well as his legendary devil fruit, Haki, and weapon Ragnir, will take a while to surpass, even for Luffy.

Luffy is the protagonist of Eiichiro Oda's story One Piece, and he has been slowly growing in terms of power since the very start, all the way back in East Blue. Back then, Luffy wasn't anything special, and while he was able to fight his way through enemies, he was insignificant compared to the strongest of One Piece. Even after the timeskip, with Luffy learning Haki, he was still very far from the top tiers of One Piece.
However, the Wano arc changed that. Before Wano, Luffy struggled to fight someone like Katakuri, but during his fight against Kaido, he unlocked his newest power: Gear 5. This power made him reach the levels of a Yonko.
Luffy's Devil Fruit, previously thought to be the Gomu Gomu no Mi, was actually revealed to be a mythical zone known as the Hito Hito no Mi, Model: Nika. This devil fruit is legendary and when awakened, allows its user to become the Sun God. With it, Luffy acquired the powers of boundless imagination, and anything he thinks of he can make into reality.
With this new power unlocked, Luffy was able to take down Kaido, and now, he is considered one of the Yonko. That said, he still has a lot of room to grow in other departments, even though he mastered his Devil Fruit. This has especially become apparent in the Final Saga, with characters requiring higher levels of Haki to even be damaged.

Luffy is definitely one of the strongest in One Piece at the moment, and that goes without saying. However, he still has a long way to go to be considered the very strongest. In Elbaf, Eiichiro Oda has revealed a new character that is actually stronger than Luffy, and that character is none other than Loki, the Prince of Elbaf. Loki has, since his introduction, been hyped up by the story greatly. Now, fans have finally seen some of his incredible feats during the Harald flashback that's currently ongoing.
A New Straw Hat Is Coming, And He Will Finally Dethrone Zoro In One Piece
Zoro will no longer be the second strongest once this character joins the Straw Hat Pirates in One Piece.
To begin with, Loki has ancient giant blood. This alone makes him stand out and grants him great strength and endurance. Beyond that, Loki also has a legendary Devil Fruit. What this Devil Fruit is, however, remains a mystery. That said, Oda is soon going to reveal it, and it's going to be something that could compete with Luffy's Nika fruit.
Of course, Loki has also shown great Haki mastery with which he could damage Harald, but beyond all that, he also wields a legendary weapon known as Ragnir. Ragnir alone could be a Yonko-level threat, and together they're simply unstoppable.
Loki Was Stronger Than Immortal Harald
Loki's strength was especially shown during this flashback, where he was able to take down his father, Harald. For context, Harald was so strong that he was known as the strongest King of Elbaf. He was also on the same level as Rocks D. Xebec, a legend in the One Piece world and this was before his pact with Imu. Harald was then amped up by Imu's seal, due to which he reached incredible levels of power.
I have done all of this to help Elbaf escape the cycle of violence and fighting. Of course, I have always intended to allow those who wish to enlist in the Navy to do so, but not like this! Despite all that, Loki was able to take him down. Loki's strength was also shown later on, when the people of Elbaf tried to chain him down. They were unable to accomplish that, and only Shanks was able to stop him.
Loki Will Eventually Be Surpassed By Luffy

Loki is strong, but, of course, it's almost a guarantee that Luffy will eventually surpass him. Luffy is the protagonist of the series, and his growth rate has always been incredibly high. In just two years, Luffy went from struggling to fight a Pacifista to being able to take down a Yonko.
With that kind of progress, Luffy's next upgrade is, of course, going to be his Haki. Luffy has to learn to bypass immortality in Elbaf, and once he learns to do that, he might reach a level where he is stronger than Loki. Luffy and Loki will remain close in strength, but Luffy might come out on top by the end of this arc.
Luffy And Loki Might Be Fighting Together Soon

Loki may be stronger than Luffy at the moment, but Luffy might come to surpass him. In truth, it might just be that the two of them will fight side by side very soon. Luffy has already invited Loki to join his crew, and while the latter rejected the offer, he might change his mind by the end of this arc.

After all, Loki has nowhere to go, and joining the Straw Hat Pirates would be amazing. The crew would get a major upgrade as Loki and Ragnir join and fight for Luffy. The Straw Hats definitely need stronger fighters as the Final Saga gets more intriguing, and the enemies they fight keep getting stronger.
