As Oda stated himself, Roger had all of wealth, fame, and power, and in his era, he was known to be the strongest pirate, with his only two equals being Whitebeard and Garp. Roger was an absolute beast at the peak of his powers. However, recent reveals of One Piece have confirmed that Roger wasn't the strongest pirate after all.

Imu might have a son, and his identity has been heavily hinted at in One Piece.
In One Piece's Elbaf arc, Oda has officially revealed a pirate that's even stronger than Gol D. Roger, although there's a catch. This pirate is none other than the Domi Reversi'd version of Rocks. After Imu Domi Reversi'd Rocks, he got stronger than ever before and gained more strength and speed. At the same time, he gained an undying body. With all these powers, he is the most powerful pirate in One Piece in recent history, even stronger than the likes of Roger and Whitebeard.

Oda himself portrayed Roger to be the strongest. In fact, even the man who was called the strongest after the death of the Pirate King was praised by Oda by being portrayed as equal to Roger, such was the strength and stature of the late Pirate King.

One Piece is getting many new projects, including this brand new anime spin-off series.
But, prime Roger isn't the strongest pirate in One Piece. It is none other than Domi Reversi'd Rocks D. Xebec. On God Valley, Rocks was officially Domi Reversi'd by none other than Imu, and he grew in terms of power and gained immortality. With such a buff, none of Big Mom, Kaido, or Whitebeard could stand in his way. While Roger and Garp managed to put up a fight against him and even defeated him in the end, it is quite clear that they needed to team up to beat him. Without each other, they wouldn't have been able to put down Rocks. Individually, Roger was weaker than the Domi Reversi'd version of Rocks D. Xebec.

Without Domi Reversi, Prime Roger Is Likely Stronger
Roger Got Stronger After God Valley
The fact that Roger and Garp had to team up because of Domi Reversi also confirms that without this demonic buff from Imu, Rocks wasn't actually that much stronger than Roger and Garp. When taking into consideration that neither Roger nor Garp were in their primes on God Valley, then it becomes even clearer that they are truly stronger than Rocks without Domi Reversi at their peaks.
Roger reached the top after God Valley and became a Great Pirate. Garp became the Hero of the Marines and gained greater strength. Both of them were likely stronger than Rocks in their primes, but neither could beat Domi Reversi'd Rocks individually.
