Ever since the Elbaf arc started, fans have been debating about Luffy's true endgame opponent in the Final War. Of course, Imu is built up as the ultimate evil of the world whose defeat is set to usher in a new age, but their appearance in the arc and the official debut of their powers has gotten many fans to debate what this could mean for the future.

As with most Shonen franchises, the strongest characters in the setting often tend to stay out of the limelight at the start of the series simply because of how powerful they are, so showing their full abilities at the very beginning would take away from the setting itself. Because of this, many fans believe that Oda showing Imu's power was deliberately done in order to establish that there is an even greater threat at the end of the story, which they believe to be Blackbeard himself.

There are quite a few reasons to believe this. With the Elbaf flashback, the importance placed on Teach, Xebec, and the Davy Clan in general has established that there is a lot more depth to these characters than previously thought, and that their significance in the overall lore of the series is much greater than initially believed. Plus, Xebec's ominous warning to Imu in Chapter 1155 possibly hints at an even bigger role in the Final War.

The fans are divided about what the meaning could be behind his promise to return, with some believing that he either somehow lives on through Blackbeard, or, more likely, that he meant that he would return in a much more symbolic sense to take revenge for the villification of the Davy Clan over the centuries. The common belief is that Blackbeard is the means of Xebec's revenge on Imu, in that, once the grand villain of One Piece is defeated by Luffy, Blackbeard will swoop in to take advantage at the last moment like he always does, since he has always been likened to an opportunistic predator.

Once this happens, most fans believe that he will use his special trait of housing multiple Devil Fruits to take Imu's own special fruit, effectively becoming the most powerful character in the history of One Piece. There are quite a few reasons why many think this, with the biggest of them being Blackbeard's symbolic connection to the number 3 and how he already has the strongest Logia and Paramecia fruits, so he's just missing the strongest Zoan to complete his collection. When this happens, there will be no one left who can possibly stand up to the overwhelming power of Davy D. Teach.

In essence, this is precisely why Blackbeard is the greatest threat to the World Government and Imu themselves. Where Luffy and Dragon also want to defeat them, they want to do so by toppling their rule and setting the world free, whereas Blackbeard wants to utterly destroy the World Government's foundations and crown himself as the ultimate ruler of everyone and everything, replacing one tyrannical rule with yet another, which may just be even worse.

One of the major criticisms that the Blackbeard Pirates face in the Final War is that many believe that, while strong, they're still not the strongest 'organization' or party in the series, so the threat that they currently pose isn't even the greatest for Luffy and the Straw Hats to face in the end. However, they are set to fill their ranks with some of the strongest figures in the entire story, which all goes back to Catarina Devon's surprise appearance on Egghead Island.

Here, she revealed that her plan had been completed once she touched St. Jaygarcia Saturn. Fans believe that, because of her Devil Fruit powers, she will be able to take Saturn's identity and use it to control the Seraphim, which are some of the strongest beings in One Piece. Even in their weaker forms, they were able to give the heroes a really tough fight, so once they are fully grown and exceptionally more powerful, the Seraphim will become the greatest threat on the seas. If they actually come under Blackbeard's control, perhaps no one can stop him then.
