Shanks

Shanks is arguably the most powerful character alive in One Piece. Like Luffy, Shanks rose through the pirating ranks rapidly and ended up becoming the youngest Emperor in history. What makes Shanks' rise so impressive is that he was able to accomplish so much with just Haki.
Since he has been fighting for such a long time, his Haki has become so refined it's nearly impossible for an opponent to overpower him. Shanks' Conqueror's Haki is his strongest asset. It has been confirmed that he can use it to nullify the Future Sight of his opponents, which puts them at a significant disadvantage. Shanks' Conqueror's Haki is also extremely potent, as he managed to scare away an Admiral without lifting a finger. As things stand, Shanks is a better Haki user than Luffy.
Scopper Gaban

Scopper Gaban used to be Gol D. Roger's left-hand man. It is unclear when he joined the crew, but it has been confirmed that he stayed until the crew disbanded. Prior to the Elbaf arc, there was a lot of speculation about Gaban's strength, but Oda put all of it to rest once the Straw Hats landed in the country of Giants.

Scopper Gaban does not have any Devil Fruits, but that didn't stop him from becoming one of the strongest fighters in One Piece. Gaban has mastered the use of all three Haki types, and he's also one of the few individuals who know how to bypass the regeneration of the Holy Knights. Since Luffy doesn't know how to use Haki to hurt immortal beings, Gaban remains superior to the young pirate.
Whitebeard

Whitebeard possessed the Gura Gura no Mi, a Devil Fruit so mighty, it could destroy an island within seconds. Yet, Whitebeard didn't just rely on the Devil Fruit. He mastered the use of Haki, as it allowed him to fight other Devil Fruit users. Whitebeard didn't get enough opportunities to demonstrate his Haki proficiency, except for the one time when he matched Roger's Haki. From his recent showings, it's quite apparent that Luffy hasn't hit Whitebeard's level yet.

Gol D. Roger was the King of the Pirates and arguably the strongest character from the old era. Roger was an adventurous and courageous individual who never ran from any challenge. He would welcome battles with open arms.

Imu has access to a plethora of abilities, including Haki. They used their Haki in Elbaf, and it was so potent that even people in the Underworld were able to sense it.
Joyboy

Joyboy was the first pirate in history. He was likely from the Ancient Kingdom, whose existence has been erased from almost everywhere. Joyboy was the number one enemy of Imu and the rest of the World Government.
The 20 allied nations sought to destroy Joyboy and the Ancient Kingdom, and unfortunately, they were successful in their endeavor. However, their victory doesn't diminish Joyboy's status as a legendary character. Since Joyboy has yet to fully appear in the story, it's difficult to gauge his power. However, there is a strong chance that he may be the strongest Haki user in the history of One Piece. After all, his sealed Haki was so powerful that it overwhelmed the Five Elders and sent four of them back to Marijoa.
