Devil Fruits are known to be mystical power-granting fruits that take away the ability to swim, while Haki is a spiritual power that offers a plethora of advantages, such as enhancing sensory perception, more strength, and the power to overwhelm. Both Haki and Devil Fruits are incredibly strong in their own ways, but fans wonder what it is that truly reigns supreme. While some, like Kaido, believe that Haki trumps all, others, like Rocks, believe that Devil Fruits are equally important to topple the world itself and Haki isn't enough. This very question has been expanded upon by Oda in One Piece chapter 1163, and it seems that fans finally have a solid answer.

One Piece chapter 1163 saw six absolute monsters join forces to attack Imu. Rocks, Roger, Whitebeard, Garp, Big Mom, and Kaido joined in to attack Imu and much to the surprise of the fans, it didn't even scratch him. The shocking part is that they used majestic Haki, such that Marines all over God Valley were passing out. Yet, it was not enough to beat Imu, to the surprise of many. In the Egghead arc, Imu took damage from Joy Boy's strongest Haki, but even that wasn't enough to beat them. All that's to say that Haki, on its own, isn't enough to beat Imu, just as Devil Fruits on their own aren't enough. There is a balance between the two that needs to be maintained and one isn't better than the other.

While it is true that Haki is more important to survive in the New World, one absolutely needs both to be the strongest. Without a Devil Fruit, beating Imu is impossible, and Rocks already confirmed him. Rocks wanted two specific Devil Fruits to beat Imu, and one of them was most likely the Yami Yami no Mi, which could cancel out the powers of the devil, while the other was the Hito Hito no Mi, Model: Nika, which should act as a direct counter to the power of Imu. Without these powers, beating Imu is impossible. But, these powers must also be combined with powerful Haki to take one to the top.

The Haki vs Devil Fruit debate will always rage on, but the fact is that strong Haki can beat a strong Devil Fruit, just as a strong Devil Fruit can beat a strong Haki user. It all depends on what ability is out against what level of Haki. Ideally, both are needed to reach the top of the One Piece world.
