As opposed to what Sengoku stated, Rocks actually fights Imu, who was in possession of the body of Saint Saturn in God Valley. Rocks has yet to come across Roger or Garp. Instead, One Piece’s very strongest was needed to put him down. In other words, a threat even bigger than Roger and Garp was needed on God Valley, and that basically confirms that 38 years ago, Rocks was the strongest pirate, even more so than Roger or Whitebeard.
