One Piece is one of the most loved anime to date and has bragging rights to being one of the longest-running shows in the business. Pirates scour the ocean searching for treasure, although these adventurers run the risk of being hunted down by the government and the Marines they command. In many cases, the World Government soldiers can handle any number of pirate crews on the ocean. However, there are a few exceptions.
One Piece: 7 Characters With Wasted Potential
These One Piece characters had a lot of potential in the story.
Outstanding pirates whose reputations have spread across the world have bounties placed on them, which can be collected if they are handed over to the World Government or killed. Bounties are ranked according to power and notoriety, which is why the highest-ranked characters are considered the most ruthless and dangerous pirates in the world. Who has the highest bounty in One Piece?
Non-canonical bounties are not included, and neither are Cross Guild bounties placed on Marines. There are also a few big-name characters who are confirmed to have bounties, but the figure is unknown. Consequently, people like Monkey D. Dragon, Silvers Rayleigh, and Rocks D. Xebec cannot be included.

48 Caesar Clown/Charlotte Daifuku/Charlotte Oven

Clocking in at 300 Million Berries, we have three pirates who largely exist to support their captains/clients. Although not quite on the same level as their sibling Charlotte Katakuri, Daifuku and Oven are highly capable soldiers who have prominent roles in Big Mom's crew, and they both have strong Devil Fruits. They are 100% committed to Big Mom, and they are generally driven by a desire to protect their family. While they are overshadowed by other members of their crew, Daifuku and Oven have more than proven that they deserve their high bounties.
One Piece has more than its share of detestable villains, but Caesar Clown kind of belongs in his own category. He is just an all-around disgusting person who has not only impacted the lives of many innocent folks, including children, but has also played a hand in shaping the world for the worse. Caesar's most "fruitful" partnership was with Doflamingo, although neither of them showed any interest in the other person beyond what they could accomplish for them. His extremely high bounty is not remotely surprising, as Caesar has a pretty dangerous Devil Fruit and a mind that constantly strives to create new ways to spread pain.
47 Lindbergh

As one of the Revolutionary Army's commanders, Lindbergh is undoubtedly extremely strong; however, we are mostly just assuming that is the case, as he has not done much in One Piece so far. Still, a few things about the mink tribe member have been revealed, and they help shine a light on why he was given such a high bounty by the World Government. For one, he is the commander of the South Army, putting him on the same authority level as the likes of Kuma, Karasu, and Ivankov. Secondly, he appears to be something of an inventor, and a highly capable one at that.
As One Piece gradually approaches its endpoint, the Revolutionary Army will probably start to become more active participants, rather than just showing up for a few episodes every year or so. Lindbergh will likely be a relatively minor figure, but we should get to see a few more of his cool weapons.
46 Gecko Moria/Basil Hawkins/Jewelry Bonney

Now, here are three wildly different One Piece characters who just happen to have the same bounty. One of the most divisive villains, Moria is Thriller Bark's big bad, a horror-themed saga that sees the Straw Hats going up against zombies led by one of the Warlords. Moria used to be a pretty ambitious and impressive captain, but he suffered a significant tragedy that completely twisted his outlook and personality. Nowadays, he is a shadow of his former self, while still being more than powerful enough to justify an impressive bounty.
Once the captain of the Hawkins Pirates, Basil eventually succumbed to Kaido's might, forcing him to join the Beasts Pirates. With a good head on his shoulders that allows him to approach situations calmly and to make expert use of a Devil Fruit that might not sound great on paper, Hawkins is just an all-around capable fighter.
Finally, we have Bonney, the Worst Generation's solitary female captain. Initially, she does not seem to be all that special, but that changes once her backstory is gradually revealed.
45 Cavendish/Pekoms

Cavendish and Pekoms both share the same bounty. Fans know the former to be the captain of the Beautiful Pirates, hailing from the Bourgeois Kingdom. He's also a member of the Straw Hat Grand Fleet and the leader of its first division. Cavendish is a very powerful pirate, and the fact that he holds the highest bounty in the Grand Fleet just goes to show that.
As for Pekoms, fans know him to be a very powerful member of the Big Mom Pirates who showcased his strength quite early into the timeskip of the story. Cavendish and Pekoms are both worthy of their 330 million bounties, and fans could get to see more of them as One Piece progresses.
44 Donquixote Doflamingo

Donquixote Doflamingo is a former Warlord of the Sea, and fans know him to be the main antagonist of the Dressrosa Saga of One Piece. In this particular saga, Doflamingo was a thorn in Luffy and Law's path, along with just being one of the most detestable tyrants to grace this universe. At this point in the story, Doflamingo did not have an active bounty, and his old bounty was revealed to the fans to be 340 million berries.
Of course, this bounty wasn't truly reflective of his level of strength or his infamy. Had he not been a Shichibukai, his bounty would have been much higher. But 340 million berries is the only reward that fans have of Doflamingo so far.
43 Scratchmen Apoo

Scratchman Apoo is a member of the Worst Generation who hails from the Grand Line. He is the captain of the On-Air Pirates, and recently, he played an active role in the Wano Country Arc. After the fall of Kaido, he was seen in Wano once again, and it is unknown what exactly he did after leaving the country.
Apoo has a bounty of 350 million berries, and it is certainly an incredible reward that he deserves. Any higher would certainly be undeserving. Largely speaking, Apoo has been underwhelming in the story as a character, and it is highly unlikely that Oda will write him as an active player in any major arc anytime soon.
42 Bege

Capone Gang Bege is an incredibly powerful individual who belongs to the Worst Generation. Bege arrived on Sabaody with a bounty greater than 100 million berries, and that made him a feared pirate. After the timeskip, he has done incredibly well for himself, and right now, he can be considered to be a veteran pirate of the New World.
One Piece: 7 Best Characters in The Egghead Arc
Egghead Island was an incredible start to One Piece's final saga. These characters stood out the most during the arc.
Bege has accomplished many intriguing feats, and recently, he received a 50 million bounty increase, which pushed his total bounty from 300 million to 350 million. This was largely down to the fact that he collaborated with Luffy in an attempt to assassinate Big Mom, and caused great damage to her reputation, as well as her territory. Bege managed to escape from the territory successfully, which, again, goes to show his incredible powers as a pirate. His bounty certainly does do his strength justice, but if he had a higher bounty, that would be understandable as well. Bege still has more to offer, and fans can hope to see him later down the line in the story again.
41 Nami

Nami is the navigator of the Straw Hat Pirates and one of the officers in Yonko Luffy's crew. Nami is quite powerful; however, within the crew itself, she is one of the weakest members. Nami had a bounty of 66 million berries before the events of the Wano Country arc, but she then got a 300 million berries increase, which pushed her total reward to 366 million.
Right now, she has a bounty that can be enough to qualify her as a veteran pirate. The pirate crew of the Pirate King certainly needs such high bounties on board, and it is safe to say that Nami's rewards will only grow higher from here. That said, while Nami does possess incredible firepower, thanks to Zeus, she still has a lot of room for development when it comes to other aspects of battle, and, as such, her bounty might be slightly inflated thanks to Luffy's status as a Yonko.
40 Pedro

Pedro was one of the Guardians of the Whale Forest and one of the most important Minks that the fans have seen in One Piece. Pedro was properly introduced to the fans in the Zou Arc, and he became extremely close to Luffy and the group as he went with them to Whole Cake Island. Pedro possessed tremendous strength up his sleeve, and being an excellent swordsman who commanded the power of Electro strong enough to match and defeat even Tamago was proof of that.
On top of that, Pedro also had a Sulong transformation that would push him to the next level in combat. If that wasn't enough, then one should also consider the fact that he was the leader of the Nox Pirates. Given that they researched Poneglyphs, the government has no choice but to take notice of him. Pedro acquired a 382 million berry bounty, and it was totally justified.
39 Brook

Brook is the musician of the Straw Hat Pirates who has, over the years, become incredibly important in the series. Brook possesses decent strength, and at the same time, he is also a threat to the World Government just by being a part of Luffy's crew.

Brook has a bounty of 383 million berries, and he possesses enough strength to justify that bounty. Of course, Brook still has a long way to go, but for now, his bounty reflects his strength very well.
