The other was Edward 'Whitebeard' Newgate, said to be the world's strongest man and a rival to the Pirate King. Both of these men had unparalleled influence on entire ages of the world, so it makes sense for them to have the largest bounties in history.
Ever since the formation of the Cross Guild, a large shift has occurred in the world. This organization has flipped everything on its head as they have put bounties on Marines' heads, ensuring that not even their greatest enemies are safe anywhere. The way things stand at the current moment, several characters can reach the fabled ranks of surpassing the 5 Billion Berry mark. Other Yonko, particularly Blackbeard, Shanks, and Kaido, already have substantial bounties due to their strength and notoriety, with the latter already tiptoeing around the 5 Billion Berry number. It's highly probable that multiple characters will break through this barrier by the end.
However, Kaido's fate is currently uncertain. In his and Big Mom's defeat at the hands of Luffy, Law, and Kid at the close of the Wano arc, he was shot down to the base of Mt. Fuji and never heard from again, leading many fans to believe that he may have died here. Unless he makes a surprise return in the Final War and wreaks havoc across the world, Kaido is out of the race. However, if Oda has kept him alive specifically for the Final War, it could happen.
