Bounties are placed on the heads of criminals in the world of One Piece, at least that is what fans knew them to be until recently. With the establishment of the Cross Guild, fans find out that now, bounties are issued for the Marines as well. Now, just about every powerful individual who is either a criminal or works for the Navy has a bounty on their heads, and this has shaken up the rankings of the most wanted people in the One Piece world quite a bit.

10 Luffy/Garp/Admirals/Law/Kid
Bounty: 3 Billion Berries Each
There are quite a few individuals in the One Piece world who hold a bounty of 3 billion berries. Luffy is one such individual, and as fans know, along with him, Kid and Law also hold a bounty of 3 billion berries.
Recently, it was revealed that all the Admirals of the Marines were given a bounty of three crowns by the Cross Guild, which equates to 3 billion berries. Similarly, Garp also has a three-crown bounty, which makes his reward 3 billion berries as well.
9 Buggy
Bounty: 3.189 Billion Berries
Buggy is one of the Four Emperors of the Sea and his reward is certainly very exciting. Despite not being strong at all, Buggy has faked his way to the top and has acquired a bounty of 3.189 billion berries.
This is an absolutely staggering reward that he most certainly does not deserve, at least yet. However, in the future of One Piece, buggy could end up showing his true worth which could make fans believe that he is worthy of this reward after all.
8 Dracule Mihawk
Bounty: 3.590 Billion Berries
Dracula mihawk has a bounty of 3.590 billion berries and this is certainly a reward worthy of him. As the World's Greatest Swordsman, he stands among the strongest, and for him, having a bounty this high isn't much of a surprise to anyone.
That said, it is worth taking into consideration that he is a part of the Cross Guild, which are actively putting bounties on Marine heads, and as a result, directly opposing the World Government, which leads to bounty inflation. In the future of One Piece, he will show his true worth, and at that point, fans will get to see a display of why the reward is as high as it is.
7 Blackbeard
Bounty: 3.996 Billion Berries
Blackbeard is one of the Four Emperors of the Sea, and at the same time, one of the most fearsome individuals in the One Piece world. Known to be the only person to hold two Devil Fruit powers at once, Blackbeard is a force to be reckoned with.

Shanks is yet another monstrously powerful individual who holds a very high bounty. He is known to have a reward of 4.0489 billion berries, and this reward was acquired by him rather recently. Shanks only became an Emperor 6 years ago, which means that whatever he was doing included meticulous planning.
Even now, Shanks has been on the sideline for the most part and has only started taking the quest for the One Piece seriously in the Final Saga.
5 Big Mom
Bounty: 4.388 Billion Berries
Big Mom is a very powerful individual who fans knew to be one of the Emperors of the Sea until recently. She had a bounty of 4.388 billion berries, and that reward was certainly deserved.
As the Queen of Totland, Big Mom was a monster that even the Navy could not take out in many years. However, in the Wano Country Arc, she eventually fell at the hands of Kid and Law.
4 Kaido
Bounty: 4.611 Billion Berries
The strongest creature in the world, Kaido had the highest active bounty until recently in One Piece. Kaido was revealed to have a reward of 4.611 billion berries, which is absolutely staggering. Kaido's strength was absolutely and it goes without saying.
Unfortunately for him, he was eventually defeated by Luffy in the Wano Country Arc, which removed him from the throne of Yonko and pushed him further down.
3 Akainu
Bounty: 5 Billion Berries
The Fleet Admiral of the Marines, Sakuzuki, also called Akainu, is known to have a very high bounty. Oda recently revealed in the Vivre Cards that Sakuzuki has a Five Crown Bounty, which translates to 5 billion berries, making him one of the only three people in the One Piece world to hold a reward within the 5 billion.
2 Whitebeard
Bounty: 5.046 Billion Berries
The strongest man in the world, Whitebeard was a monster in combat, and certainly a ferocious pirate that could only be matched by the likes of Roger.
As the strongest man in the world, Whitebeard had a bounty of 5.046 billion berries, which is nothing short of incredible.

Bounty: 5.5648 Billion Berries
The Pirate King, Gol D. Roger has the highest Bounty of any individual in the One Piece world, and that goes without saying. Roger acquired all three of wealth, fame, and power. Nobody could accomplish what he did, and at the same time, the fact that he held the most important pieces of information in the world pertaining to the Void Century meant that Roger was the most wanted man by the Government. His overall bounty was 5.564 billion berries.
