Monkey D. Luffy is the main protagonist of One Piece and the captain of the Straw Hat Pirates. He became a Yonko after the events of the Wano Country arc. Initially, there were doubts about whether Luffy was deserving of the title, but he has proved his worth in the subsequent arcs.

The God's Knights are exceptionally powerful and only a few One Piece characters can stand up to their might.
The current version of Luffy can stand shoulder to shoulder with the biggest names in One Piece, but that doesn't mean he can beat them. Some One Piece characters, especially the Holy Knights, can cause a lot of problems for Luffy.

Saint. Figarland Shamrock

St. Figarland Shamrock is the leader of the Holy Knights and the older twin brother of Shanks. Shamrock and Shanks were separated at birth during the God Valley Incident. Dragon tried to take both of them away, but a Holy Knight took Shamrock. Due to this reason, they had completely different upbringings.
Shamrock became a Holy Knight who swore fealty to Imu and the World Government. Meanwhile, Shanks became a pirate whose name was known throughout the world. Shamrock and Shanks are likely close to each other in terms of strength. Shamrock possesses extremely strong Haki and a sword that can turn into a Cerberus. Shamrock used the sword to severely injure Loki in Elbaf. While Shamrock did not fight in Elbaf, he is undeniably stronger than Luffy at the moment.
Shepherd Sommers

Shepherd Sommers made his debut in the Elbaf arc along with Killingham. He is an extremely ruthless and cunning man who won't stop at anything until his task is complete. In the Elbaf arc, Sommers was tasked with kidnapping the children and subduing anyone who tried to jeopardize the mission. Since he was given enough freedom, Sommers made sure to use his Devil Fruit freely.

Sommers' Iba Iba no Mi allows him to create thorny vines at will. It may seem an underwhelming ability, but it actually offers excellent offensive and defensive cover. Sommers can use the vines to subdue an opponent with ease, or he can surround his body with them to prevent anyone from making contact with him. Like all Holy Knights, Sommers has regenerative powers, and since Luffy hasn't learned to bypass them, the pirate cannot beat him.
Gunko

Gunko is one of the more interesting Holy Knights who debuted in the Elbaf arc. She looks like an obedient servant of the Imu, but with a rather complicated past. For the majority of the arc, Gunko obeyed all the orders, but things changed when she heard Brook's voice. There was even a small panel where Gunko seemed to be talking to someone who looked like Brook. Unfortunately, she couldn't act on her whim as Imu took over her body.
Gunko's backstory is certainly interesting, but so are her powers. She possesses the Aro Aro no Mi, which can be used in many different ways. Gunko can use it to redirect an incoming attack back at the caster, or she can divert it elsewhere. She can also use it to increase the size of her limbs, which in turn enhances her attack power. Gunko also possesses Haki and immortality. All these things make her superior to Luffy.
Rimoshifu Killingham

Despite arriving in Elbaf at the beginning of the attack, Killingham only revealed his face much later in the arc because he was consistently using the Hybrid form. Not much is known about Killingham's past, but one thing is clear: he is a dangerous person. He ate the Ryu Ryu no Mi, Model: Qirin, which allows him to transform into a qilin.
8 Strongest One Piece Characters Who Have Never Fought Luffy
For one reason or another, Luffy has never engaged in a major battle with these characters in One Piece.
Killingham's Devil Fruit enhances his physical abilities significantly, allowing him to fight for extended periods of time and withstand more damage. Killingham can also put people to sleep, leaving them defenseless. Additionally, he can bring out people's nightmares and turn them into monsters. Killingham can potentially overwhelm an entire army with his Devil Fruit.

St. Figarland Garling is the Supreme Commander of the Holy Knights, which grants him the highest level of authority. Following Saturn's death, Garling was named as his successor. Despite the promotion, Garling is still the one who has full control over the Holy Knights.
Figarland was involved in the God Valley Incident, but it's unclear whom he fought against. However, it was likely against one of the members of the Rocks Pirates. Since Figarland Garling hasn't been involved in an on-screen fight, it's difficult to gauge his battle prowess. Considering his status as one of the Gorosei, there is a good chance Garling is equal to a Yonko in terms of strength. He has access to potent Haki, which he combines with his swordsmanship.
Saint Maffey

Saint Maffey was a Holy Knight who was on God Valley during the Celestial Dragons' Hunting Competition. Like most people in her position, Maffey has no sense of empathy or any other morals for that matter. She also had no qualms about hurting people, as evidenced by her attack on Dragon, who was just a young Marine at the time.
As a Holy Knight, Maffey also has access to immortality. She used the power after Whitebeard had sliced her into two with his weapon. Since Luffy is still unable to hurt Holy Knights and people with regeneration, Maffey would triumph over him.
