First things first, it must be kept in mind that Joy Boy is absolutely one of One Piece's strongest characters of all time. Fans know that Joy Boy possesses tremendous strength, and a glimpse of that was given to the fans in the Final Saga, when Emeth unleashed Joy Boy's Haki on Egghead, knocking out even the Vice Admirals of the Marines. It is safe to say that Joy Boy cannot be beaten by just anyone. But Imu is special.

Imu's powers are already teased by Oda to be demonic. For one, Sabo clearly stated that Imu's chamber was like Hell atop the Red Line. The Five Elders are all demonic beasts, and one who rules above them is, obviously, the Demon King themself. Imu is, undoubtedly, a God of the world. This was confirmed in One Piece chapter 1149, where they stated that they would show the dominance of a God. The fact that Imu can grant demon powers to the Five Elders, and even mins control Gunko like a puppet suggests that they are, indeed, a Demon King with actual demonic powers.
On top of that, Imu is immortal. The nature of Imu's immorality isn't known yet. While Ivankov theorizes that Imu is immortal due to the Ope Ope no Mi, the fact is that Imu likely uses life contracts for his puppets. Fans know Imu can grant immortality to others. But, there must be a big price to be paid for this. It is likely that all those who gain this power surrender their souls to Imu and get immortality and a power boost in exchange. In other words, they give up their lifespan, which adds to Imu's own.

To top it all off, the Harley clearly shows a demonic Imu holding the Motherflame in their hands. This means that on top of everything that Imu already has, they also had the Motherflame during the Void Century, which clearly means that Joy Boy stood no chance, and Luffy will need more than just a miracle to actually win the war against Imu and his army of demons.
