This article contains spoilers from One Piece's Elbaf Arc.
One Piece fans have witnessed Haki become an integral part of the story over the past decade or so. Around the mark of the two-year timeskip in the story, Haki was properly explained to the fans and since then, it's become incredibly important. As more of the post-timeskip of One Piece was revealed to the fans, Haki only grew in importance. Oda revealed various types of Haki, as well as its many subtypes in the post-timeskip, with the most recent one being advanced Conqueror's Haki, or Conqueror's Haki Infusion, which made its way to the story around the Wano Country Arc.
One Piece: New Oda SBS Officially Confirms Franky's Father
The new One Piece SBS made a major reveal concerning the father of the straw hat pirate Franky.
Since then, Oda hasn't introduced too many new Haki powers, but One Piece chapter 1165 has officially changed that. For the very first time in years, fans have finally seen a new level of Haki, and that's all thanks to Rocks D. Xebec. In the most recent One Piece chapter, Rocks showcases how he can nullify any and all attacks with his Conqueror's Haki alone, and he essentially creates a barrier so strong he can't even be scratched. This new Haki power is bound to play a significant role in the Final Saga of One Piece.

Rocks Can Even Nullify Conqueror's Haki

- Garp and Roger Had To Combine Their Haki
In One Piece chapter 1165, fans finally saw a new Haki ability get introduced in One Piece, and it was utilized by none other than Rocks D. Xebec. Essentially, Rocks unleashed the highest form of his Haki to oppose the likes of Roger and Garp in battle on God Valley, and as he did it, he was easily able to nullify all attacks thrown at him by Roger and Garp.

One Piece: Oda Officially Reveals A Straw Hat That Could Become A Celestial Dragon
The Celestial Dragons are an evil group in One Piece, and Oda reveals a Straw Hat pirate who could join their ranks in the future.
Given that both of them utilized high-level Conqueror's Haki, one would expect their attacks to hurt Rocks D. Xebec. However, they couldn't even graze him. Rocks's Haki barrier is a completely new nullifying ability that fans have never seen any Haki user utilize before in One Piece.
To get past this Haki barrier, Roger and Garp had to combine their Haki into one last major attack. Had the attack failed, both Roger and Garp would've died, and that's exactly why they poured every bit of Haki into it. Their combined Haki was strong enough to break through Rocks's Haki barrier and essentially beat him.

Luffy Will Have To Learn The Haki Barrier Ability
Luffy Is Still Far From Rocks's Level
This Haki barrier that was introduced by Rocks D. Xebec is very powerful, and it isn't something that can only be used. Characters like Imu should be able to utilize it as well, and it should be expected of individuals like Shanks too. This also means Luffy, the protagonist of the series, has new abilities to learn. Luffy must upgrade his Conqueror's Haki at all costs, and to do that, he must grow stronger. As he grows in power, his Haki will gain those characteristics as well. For now, Luffy needs to learn two major Haki powers. The first one is to counter Immortality with high-level Haki, and to use Haki blasts like Rocks and Roger used with their swords. The second is the Haki barrier, which will grant him additional defensive power.
One Piece Chapter 1165 will be out this week. As usual, One Piece is going to drop on Sunday. In Japan, One Piece drops at 12AM JST on Monday.
