The final Straw Hat hasn't been revealed to the fans just yet, but Oda has actually set it up in the story already. In fact, Oda revealed the final Straw Hat in One Piece around 8 years ago, and it was right in front of the fans without them even realizing it.

Loki was first brought up in the story around 8 years ago. This was during the Whole Cake Island arc, where he was mentioned in the context of Lola's failed marriage to the Elbaf Crown Prince. Fans knew Loki was going to be a very important figure back then, and this is actually when Oda first introduced the potential final Straw Hat.
In the Elbaf arc, fans finally got their first look at Loki. Even though he was built up to be a villain, Loki was always said to be kind at heart. He wanted to be the Sun God Nika and sail the seas. Above all, Loki never wanted to bow down before the World Government. In this regard, Loki is absolutely perfect for the Straw Hat crew.

Most importantly, however, Loki was personally asked by Luffy to join the crew. Fans know very well that Luffy meant it when he asked him to join, and it would work perfectly since Luffy believes he's stronger anyway.

If all that wasn't enough, then fans need to consider the fact that Loki and Luffy are destined to fight together. The Elbaf mural clearly shows the Ancient Giant Loki fighting alongside Nika in the Great War, which means that when this happens, Loki should be at Luffy's side.
