The way that Oda is writing this arc very clearly seems to imply that Jarul is the true identity of Mosa. Of course, most fans suspect this to be a very deliberate Red Herring, since it's never the most likely answer, but Jarul is a good option from what we have seen of him, especially during the Elbaf flashback, which explains his personality quite well and the state of Elbaf during the old era of One Piece.

In this flashback, Jarul was seen to be a close friend and confidant of the late King Harald. In fact, he was even shown earlier on as one of the only people on Elbaf who didn't outright hate Loki or were afraid of him, with the two of them even being seen speaking to one another on friendly terms. Mosa's last message to Loki ends with them stating that the enemies are coming, which just happens to coincide with Jarul and the others getting overrun by Imu's forces, which many think is the most damning fact about his true identity.

- Ida was one of the few people who actually cared for Loki.
Before Loki was even born, King Harald had an affair with Ida, who was a Giant from the Samuwanai Island, far away from Elbaf. This was the mother of Hajrudin, but due to the customs of Elbaf, Harald wasn't permitted to marry her and take her to the castle, though he still helped her out on the island. Eventually, Ida opened up a bar in Elbaf's underworld, and she remained close to the king.

After Loki was born, Ida cared for him as a son to the best of her ability, despite him always hurling insults and mistrust at her. - An unconventional theory that lines up well.
Although it has its detractors, this theory of Mosa actually being Shirahoshi has been gaining a lot of traction recently. Of course, much of what goes into making this theory is quite vague, but fans have noticed some notable parallels between both of the characters, and what Mosa has said through the Transponder Snail also seems to indicate a connection to Shirahoshi.

In the Elbaf arc, Mosa tells Loki about a certain incident they went through where they suffered a lot, to which Loki replied that if he were in their place, he would have 'killed them all'. Fans think that he could be talking about the recent Reverie, where Shirahoshi was attacked and almost kidnapped by the Celestial Dragons. Moreover, Mosa's comments about 'them coming' could be a misdirection by Oda, done so fans would think that the enemies are on Elbaf but could actually be somewhere completely different. After Caribou's induction into the Blackbeard Pirates, it could be that the Blackbeard Pirates attacked Fishman Island in order to take Poseidon, which may be what Mosa meant.

- Possibly one of the greatest twists in the entire series.
Though incredibly unlikely, one of the most bizarre theories regarding Mosa states that their true identity is none other than the legendary pirate, Davy D. Xebec. Of course, the common belief is that he met his end in the God Valley Incident, but there is a growing contingent of fans who believe that he may have survived the entire ordeal with the help of one of the series' most important characters.
There we have it! Loki has been seriously hurt!
The friendship between Xebec and King Harald was unconventional but is already being regarded as one of the best in all of One Piece. When all the powerful forces met on God Valley, Xebec supposedly met his end, but this theory states that while he was at death's door, Harald also came to the island and brought him back to Elbaf, and he currently resides in the Heaven Realm that the story hasn't explored even a little bit. This theory is incredibly far-fetched, but it would make for the greatest twist in the entire story.
