The Straw Hat Pirates are the crew of the future Pirate King, Monkey D. Luffy. The crew had humble beginnings, starting from the weakest sea in the One Piece world, the East Blue, with just 4 members under Luffy. Now, in the Final Saga, Luffy has a total of 9. Luffy has always wanted to have 10 people under him, and the final one might have already been revealed by Oda. At the moment, it appears to be none other than Loki.
After 15 Years, One Piece Finally Introduces A New Haki Power
Haki is king, and Oda just revealed a brand new Haki ability in One Piece.
Loki is the overpowered Prince of Elbaf, and Luffy has already set his eyes on him to be the last piece of the puzzle, making him the 10th Straw Hat under Luffy. With nowhere else to go and not being welcomed in Elbaf, Loki might sail with Luffy after the end of the Elbaf arc, and given his strength, Loki would surpass Zoro and Sanji, becoming the Straw Hats’ second strongest.

One Piece's Elbaf has been, since its very beginning, a very exciting arc. Having introduced many new characters, including the Prince of Elbaf, Loki, and Elbaf, Elbaf has opened the way for the Straw Hat Pirates to grow even stronger. While Loki has a bad reputation and is disliked by the people of Elbaf, he is actually not a bad guy at all. For one, Luffy fully trusts him, and fans know that he didn't kill Harald out of malice.
Loki has been set up as a very important character in Elbaf. With nowhere else to go, and being hated by the people of Elbaf, Loki could very well be the last Straw Hat, and the Straw Hats would then finally be complete.
Forget Shanks, Oda Just Revealed The Strongest Haki User In One Piece
Shanks is strong, but a new superior Haki user has risen in One Piece.
With his strength, Loki would be an insane addition to the crew. Loki fought many of Elbaf’s warriors, and none of them were able to bring him down. He even killed Harald, the strongest in the history of Elbaf. Only Shanks was able to defeat Loki, which goes to show just how overpowered he is at the moment. Loki has Ancient Giant blood, and potentially a legendary Devil Fruit. With this new addition to the crew, Loki would definitely rank as the second strongest, surpassing even the likes of Zoro and Sanji. This would mean Zoro gets pushed to Number 3, while Sanji gets pushed to Number 4. The chances of Loki joining Luffy are very high, and if it happens, he would be the new strongest subordinate that Luffy has, at least for now.

Zoro and Sanji Have To Rise as Luffy’s Wings
Loki is a very big candidate to join the Straw Hat crew, but fans worry he will disrupt the Monster Trio dynamic. If Loki were to join, he would definitely go over Zoro and Sanji.
However, while Loki might be stronger than both of them at the moment, this won’t necessarily be the case forever. Zoro and Sanji have incredible growth rates, and their power greatly increases with every new arc. Eventually, these two monsters will secure their place once again, but that will take some time.
It wouldn’t be far-fetched to say that the two will come to surpass Loki by the time Luffy claims the last Road Poneglyph. After all, they are the Wings of the Pirate King, and are supposed to mirror the likes of Gaban and Rayleigh, as two equals under Roger.
