One Piece is filled with countless power-up pirates with incredible strength up their sleeves. Some rely on Devil Fruits, like Sir Crocodile, while others rely on pure Haki, such as Garp, and of course there are characters who brilliantly combine both Haki and Devil Fruit, such as Luffy. With an incredibly diverse world and various fighting styles, it is no surprise to know that Oda has, over the years, given the fans a ton of incredibly powerful attacks that get the fans off their seats. In One Piece chapter 1165, Oda went on to show the fans what can be considered to be the strongest attack in all of One Piece so far, and it was performed by Roger and Garp together against the mighty Rocks D. Xebec, who was recently Domi Reversi'd.

This attack was so strong that even Rocks, who was blessed with the power to recover from all damage, as well as increased strength, couldn't hold out and was eventually beaten, and it just goes to show how strong monsters like Luffy and Zoro really are.

One Piece chapter 1165 was largely focused on the big battle between Domi Reversi'd Rocks and the team of Roger and Garp. Fans know very well that this battle was set up in the previous chapter of the manga, and finally, Oda gave the readers a look at what truly happened there.

The battle against Rocks was always going to be incredibly difficult for Roger and Garp, and Chapter 1165 showed that to be the case. Rocks's Haki was so strong that Oda clearly showed it to be impenetrable under normal circumstances. Most attacks launched by Roger and Garp didn't even graze Rocks and in order to win, the two had to combine their might and create what's quite easily the strongest attack in all of One Piece. This attack saw Garp and Roger pour all their Haki into one major attack, combining their strength. As their Haki combined, it ended up surpassing the Haki of Rocks and penetrated his defense.

The next Straw Hat pirate has just been hinted at, and they might well be the final one to join the crew in One Piece.
Roger used what is quite clearly his strongest technique in One Piece so far, called Hinokagutsuchi no Ace, while Garp used a technique called Infinitum Explosion. These two attacks combined to make One Piece's strongest technique ever, by far, and ended up defeating Rocks D. Xebec for good.

Luffy will Surpass Roger and Garp's Combined Attack
Luffy Has Yet To Reach His Peak
Right now, Roger and Garp's combined attack is by far the best in One Piece, but it won't always be the strongest. Fans need to keep in mind that Luffy has still not hit his peak in One Piece. He continues to grow at a staggering pace and most likely will continue to do so. Luffy's Haki mastery and control over the Nika fruit are only going to get better with time. Right now, Luffy's strongest technique is Bajrang Gun, but eventually, he will pull out even stronger techniques and possibly even surpass the combined attack of Roger and Garp. It must be remembered that Luffy needs to reach Joy Boy's level and even go beyond that, so for him, surpassing Roger and Garp is highly likely.
