But, time and again, One Piece fans have been going back to the very first chapter of the story, where Luffy said he wants at least 10 members under him. So far, Luffy only has 9, which means that at least one more crew member will be found in the Final Saga of One Piece. With One Piece's Elbaf arc, it appears that Oda has already revealed who this final Straw Hat is going to be.

It goes without saying that Luffy and Loki have a special relationship. Fans have observed these two since the very beginning of the Elbaf arc, and it is clear to see that both Loki and Luffy have a special bond already, although it seems only Luffy has taken a strong liking to him. As far as Loki goes, he doesn't seem to like Luffy much, but can still tolerate him, surprisingly. Loki thinks it is his destiny to become the Sun God who will destroy the whole world. Meanwhile, Luffy doesn't seem to care much about that and simply wants Loki to join his crew.

In One Piece chapter 1152, Oda finally confirmed to the fans that Luffy is indeed considering Loki for the position of the last Straw Hat, and that's very interesting. Hajrudin is against letting Loki go, but Luffy wants him to join his crew, which means Hajrudin would have to let him go at any cost.

Right now, it is clear that Loki wants to get out of his chains as soon as possible. He presented many offers to Luffy so that he'd free him, but now, Luffy has presented him with an offer. The fact is that Luffy has already saved his life once, and that means Loki is already indebted to him. Now, if Loki wants to secure his freedom, he'd have to accept Luffy's offer, which means that he'd be serving under the Yonko Straw Hat Luffy.

Loki and Zoro Parallel Each Other
The biggest indicator of the fact that Loki will join the crew is the fact that he parallels Zoro. Zoro joined the crew while being crucified, and Loki, as fans know faces a similar situation. Luffy offered Zoro his life in exchange for him joining his crew, and he's offered the same thing to Loki. It seems that Oda wants the first and the last Straw Hat to join the crew in the same manner. He even referenced this himself in Volume 111:
“A symbol of a bird with its wings spread, almost like a crest—you see that a lot, right?
People say it's just a bird shouting, "I swear there was a fish this huge! For real!!"
But lately, I’ve been wondering… what if that bird was actually crucified to protect someone?
