This is because earlier in the arc, when Shamrock Figarland was finally revealed to the fans, he clearly mentioned in the story that his younger twin, Shanks, did return to the Holy Land of Marijoa at one point. According to Shamrock, he didn't adjust to life well there and ended up leaving for good.
In One Piece 1152, it seems that 14 years ago, Shanks was still working for the Government, and it was only after this incident that he left the Government and started his own pirate crew.

Why Shanks Left The World Government
Shanks' leaving the World Government is no surprise. He most likely left his position because ultimately, Shanks was never with the World Government. He most definitely had his own motives for aligning with them. Once his job was complete, Shanks left the World Government and did what he always wanted to do, and that is to start his own pirate crew. Around 13 years ago, Shanks had established the Red Hair Pirates, and this is when he attacked Who's Who in the East Blue and stole the Gomu Gomu no Mi, which is likely what he was always after all this time.
