The Pirate King, Gol D. Roger is known to be one of the most powerful individuals to have ever lived in the world of One Piece. In fact, it wouldn't be a stretch to say that Roger is actually the strongest pirate in the last century in the world of One Piece that fans know of, standing next to the likes of Rocks. While Rocks faded into nothing, Roger established a legacy that ensured that he would never ever be forgotten. The whole world knows Roger as the greatest pirate, and the one who conquered all the seas.

When Roger first began his journey as a pirate, he was not on the level of the strongest of the time, such as Rocks D. Xebec. However, slowly and with time, he got stronger and reached a similar level of power. Roger matched Rocks in power in God Valley and continued to grow even after. Following the fall of Rocks, the period was defined as Roger's Era, which is proof of the fact that he was the mightiest and most influential pirate of the time.

One Piece: Oda Has Already Revealed The First Devil Fruit To Exist
Devil Fruits didn't always exist in One Piece, and Oda has revealed the first one to be created.
Roger possessed unprecedented power, the likes of which could only be matched by Whitebeard and Garp. As fans know, he did it all with Haki alone, which is why his Haki is considered to be the strongest at the time. Roger also specifically inherited the fighting style of Rocks D. Xebec, who was known for blowing away everything in his path with his sword like a hammer or cannonfire.
With Roger dead, there was a hole left behind in the world of Pirates. But, this hole didn't take long to fill, as the next Roger, Red-haired Shanks, emerged and established himself as one of the mightiest pirates ever. He currently wields Roger's power.

Shanks Commands The Same Powers As Roger
Shanks might not have been the one to be Joy Boy, but that doesn't mean he cannot be classified as being on the same level as Roger. In fact, Shanks is closer to Roger than Luffy would ever be. After all, Shanks is like Roger's adopted son, and he was known to be the prime contender for the title of Pirate King by everyone in the Roger Pirates, including Buggy.

More than that, however, Shanks has the same fighting style as Roger. He doesn't rely on a Devil Fruit, and just like his late captain, he uses his sword as a hammer. Shanks's sword doesn't cut, but it blasts everything out of the way, just as Roger and Rocks's sword did. Of course, Luffy will surpass Shanks and become the Pirate King, but Shanks is the one who inherited Roger's strength.
