The very first glimpse of the strength of Scopper Gaban in One Piece's Elbaf arc came when he fought against Luffy. Gaban was only playing with the future Pirate King, but all that was enough for him to force Luffy to Gear 5 and Zoro to his King of Hell.

Gaban's Prime Strength Has Already Been Confirmed

Naturally, whenever Oda introduces an old character, fans are usually eager to know how strong they were in their prime days. That is one of the most exciting things about old characters, and Gaban is no different. Thankfully, Oda has already revealed the answer to this and Gaban's Prime power level has been confirmed. According to Oda himself, as stated in One Piece chapter 1131, Scopper Gaban is a living legend, considered to be one of the three monsters of the Roger Pirates whose power level was far different from the others.

He's a living legend equal to the likes of Roger and Rayleigh, Scopper Gaban! — Giants

Gaban is canonically stated to be a man rivaling the Pirate King, Gol D. Roger in strength, as well as the right-hand man, Silvers Rayleigh. All three are confirmed to be on the same tier of strength, along with other legends like Garp. Fans can only hope that Elbaf gives them a better look at Scopper Gaban as the story moves forward, as, so far, Oda has only scratched the surface with his character.
