They were way too powerful to be involved as main antagonists in the early arcs of One Piece, and, as such, were never really taken down. However, One Piece's Final Saga has changed that entirely.

Now, with Luffy and those in his generation having progressed to higher levels of power, it makes sense that the Navy Admirals and those around similarly high levels of power are also being called into action. Egghead saw Kizaru struggling against Luffy, and in the future, fans will see more Admirals involved, particularly with Blackbeard.

A Battle Between Light And Darkness Is Fated
Blackbeard is one of the Yonko of the Sea and fans know very well that he carries the will of Rocks D. Xebec. Rocks wanted to rule the Pirate Island, destroy the Navy, and become the King of the World after taking down Imu. Blackbeard's ambition aligns with that of Rocks quite a bit. Fans know very well that he is already the ruler of the Pirate Island and that he wants to become the King of the World. Just like Rocks, he will probably attempt to destroy the Navy, and soon.

One Piece: Oda Officially Hints At The Next Haki User In The Straw Hats
The next haki user of the Straw Hats has been revealed, and fans can't wait to see it unfold in One Piece.
In fact, the perfect opportunities have already presented themselves, thanks to the Revolutionary Army. With their siege of Marijoa and consistent attacks on ships, the Navy will have to deal with things. With Fujitora forbidden from Navy bases and Ryokugyu likely away, Sakazuki will be the one to confront the Revolutionaries with the help of the Holy Knights. This leaves Kizaru behind in New Marineford to hold the base, and if Blackbeard is smart, he will use this opportunity to strike and take the base, as well as Kizaru.
Blackbeard Will Attack New Marineford
Blackbeard's attack on New Marineford would be symbolic. Just like Rocks, he could destroy the Gates of Justice, and later on destroy the Navy stronghold. Kizaru could be taken prisoner and fans might even see a double execution of Kizaru and Garp being pulled off at the same time.
