The fact is that the God Valley Incident is actually the battle of Rocks Pirates, Roger Pirates, Marines, and the God Knights in a chaotic clash. Roger and Garp didn't take on the entirety of the Rocks Pirates. Different people fought different individuals on this island, which clearly puts into perspective that Roger and Garp specifically teamed up against Rocks.

Now, when it comes to who Whitebeard fought, Oda might already have given the answer to the question. When Shanks met Whitebeard in One Piece chapter 434, a very interesting conversation between the two unfolds. Whitebeard specifically tells Shanks that when he sees his face, the scars he received from a certain man ache on his body. For the longest time, fans thought he referred to Roger. However, now, fans know that Garling looked just like Shanks during the God Valley flashback and was present as the leader of the Holy Knights. Clearly, the two fought and Whitebeard took some scars from him.
Who Was Stronger?
It is difficult to say who the stronger of the two was, but since Whitebeard received some scars from Garling, it is highly likely that they were, at the very least, equal.
